- Solicitation Package added. The USDA, Animal and Plant Health Inspection Service (APHIS) Grain Inspection, Packers and Stockyards Administration (GIPSA) intends to procure services to grade, sample or weigh bulk and bagged rice when requested by the Federal Grain Inspection Service (FGIS) Stuttgart, Arkansas Field Office (F/O) and New Orleans, LA. The duration of these services will be for a maximum of up to 5 years. GIPSA's FGIS administers the official rice inspection and weighing program under the authority of the Agricultural Marketing Act of 1946 (AMA), as amended. The AMA authorizes the Secretary of Agriculture to contract with private firms, institutions and individuals for the purpose of performing specified inspection services. FGIS will use this contracting authority to supplement its workforce by contracting with private firms, institutions, and individuals to grade, sample, or weigh bulk and bagged rice when requested by FGIS to help respond to unpredictable workloads. These are the following areas may include pulse facilities in the following areas: Stuttgart, Jonesboro, Crawfordsville, Waldenburg and McGeehee, Arkansas, Greenville, Mississippi, Lake Charles and Crowley, Louisiana. The USDA intends to award multiple Blanket Purchase Agreement (BPA) commercial contacts for this effort based on priority need and workload. The Contractor will be required to furnish all necessary labor and transportation as required per the solicitation and Statement of Work. This is being offered as a total small business set-aside. This will be best value procurement. It is anticipated that the formal solicitation, Request for Proposal (RFP) AG-6395-S-10-421391, will be released on or about June 25, 2010 and posted on this FEDBIZOPPS website.
