- Fence Inspection Report Fence Inspection and repair notes Scope of Work Climatological Data Request for Quote Subject: Lowell Creek Tunnel Seward, Alaska This is a request for quote. It will be available in electronic format only. No disk will be mailed. Any resulting purchase order will be firm fixed price. The contractor shall provide all supervision, personnel, equipment, tools, materials, transportation, and other items necessary to perform the project detailed in the scope of work. The quote is lump sum however provide cost breakdown used to arrive at quote. Project Overview : Lowell Creek Tunnel is located in Seward, Alaska approximately 125 miles south of Anchorage at the head of Resurrection Bay. Seward is the southern terminus of the Alaska Railroad and is also connected to the Alaska Highway system. The City of Seward is built on the alluvial outwash plain formed by Lowell Creek which was diverted away from the community in 1940. The system consists of four features; a tunnel drilled through Bear Mountain, a diversion dam, an inlet, and an outlet. Since the original project construction, development of residential and commercial properties has occurred within the old floodway leading from the dam spillway at the tunnel entrance through Bear Mountain. Several events have caused damage to the tunnel including flood flows and landslides. The most recent event has damaged the fence located at the outlet of the tunnel. Excessive vegetation and debris is also threatening to further damage the fence. Decription : For safety and security purposes, the fence must be repaired/replaced. The Contractor shall provide all labor, equipment, and materials to repair the fence. Repair shall include the following: clearing of small vegetation, limbs and debris within four feet of the existing fence and 14 feet overhead, replacing damaged, dislodged, and unlike posts, installing new fabric, tension wire and barbed wire the entire length of fence, installing diagonal and horizontal bracing, and repositioning the offset in the gate. A site visit is required for all proposers.
