- (i) This is a synopsis for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. A separate solicitation will be issued on or around 7/21/2010. The U.S. Coast Guard Surface Forces Logistics Center (SFLC), Engineering Services Division (ESD) Product Line has a requirement to procure: Hydraulic Steering Cylinder Assembly Brand Name: Jastram Engineering part number JA-201000-1. Manual Helm Pump Brand Name: Jastram Engineering part number JA-301007-1. Tank, Header Brand Name: Jastram Engineering part number JA-521011-1. Tank, Header Brand Name: Jastram Engineering part number JA-521011-1. Valve, double acting, relief and bypass Assembly Brand Name: Jastram Engineering part number Jastram Engineering LTD. JA-401003-1. Steering Control System The steering control system shall be a fully integrated electric/hydraulic system. All components shall interact electrically and hydraulically. At a minimum the steering control system shall have the following components: Single lever full follow-up steering unit Brand Name: Jastram Engineering part number JA-701008-2. This unit shall include one (1) non follow-up jog switches, one (1) local/off/remote switch as well as one (1) rudder angle indicators. All components shall be mounted on the front face. Motor Starters and Alarms Assembly at a minimum shall include: 1 each, motor starter assemblies Jastram Engineering LTD. Tiller Brand Name: Jastram Engineering LTD, S-300-11-2 or JQ-041096-06 as per Jastram Drawing number G-041096l. Tiller Brand Name: Jastram Engineering LTD, JQ-041096-07 as per Jastram Drawing number G-041096. Stud Kit, Tie bar Brand Name: Jastram Engineering LTD, JQ-041096-08. Hydraulic Power Unit Assembly Brand Name: Jastram Engineering LTD. JQ-041096-31. Valve, shut-off, 3-way, 4 position. Brand Name: Jastram Engineering LTD. JA-950068-2. Also, Spare Parts Kit, Overhaul Replacement Parts List, Technical Assistance Representative for initial start. The solicitation will be issued to continue the installation onboard remaining 75 WLIC/WLR and 65 WLR vessels under the Inland River Emergency Subsystem Sustainment (IRESS) Program. SFLC has an approved Standardization Determination and Finding letter to purchase various parts from the Original Equipment Manufacturer (OEM), JASTRAM Engineering or its authorized distributors. Preservation and packaging will be performed in accordance with ASTM-D-3951 (Standard Practice for Commercial Packaging). All parts shall be new. All items shall be delivered within 45 calendar days from issuance of delivery order. Delivery shall be F.O.B. Destination to Receiving Room, U.S. Coast Guard SFLC, ESD, Baltimore, MD 21226-5000. It is the Government's belief that only Jastram Engineering and/or their authorized distributors can furnish the required parts and ensure the proper form, fit and function of all its components. No substitute or after-market parts shall be authorized for this requirement. Only genuine OEM parts shall be acceptable. Therefore it is the Government's intent to solicit only Jastram Engineering and/or their authorized distributors. It is the Government's intent to award a Requirements type contract consisting of one base year and four option years, as a result of the solicitation. Information received will be considered SOLELY for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The submission of this data for review shall not impede award of this procurement. (ii) Solicitation number HSCG40-10-R-50003 will be issued as Request for Quotation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-41. (iv) The North American Industry Classification System (NAICS) code is 333995 and the business size standard is 750 employees. U.S. Coast Guard Surface Forces Logistics Center intends to award a Firm Fixed Price Contract. EVALUATION CRITERIA: ***AWARD SHALL BE MADE WITHOUT DISCUSSIONS UNLESS THE CONTRACTING OFFICER DETERMINES DISCUSSIONS ARE NECESSARY. QUOTATIONS RECEIVED IN RESPONSE TO THIS SYNOPSIS/SOLICITATION SHALL BE EVALUATED ON A BEST VALUE BASIS UTILIZING THE FOLLOWING TECHNICAL, PRICE AND PRICE-RELATED FACTORS: (a) Technical ability, services, including the ability to provide genuine OEM parts (b) Estimated Price (d) Past performance All evaluation factors are listed in descending order of precedence with (a) Technical ability to provide genuine OEM parts being the most significant factor, and (d) Past performance being the least significant evaluation factor. The Solicitation will be released on or about July 21, 2010. Contractors are required to check FedBizOpps on a regular basis for the solicitation which can be downloaded upon its release. NOTICE FOR FILING AGENCY PROTESTS United States Coast Guard Ombudsman Program It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the General Accountability Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum, rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the contracting officer or Ombudsman. Informal forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer. If the contracting officer is unable to satisfy the concerns, the interested party is encouraged to contact the USCG Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, contracting officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the contracting officer through open and frank discussions. If the protester's concerns are unresolved, an independent review is available by the Ombudsman. The protester may file a formal agency protest to either the contracting officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103. If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. This will not preclude re-filing of the protest to meet the requirement. To be timely, protests must be filed within the period specified in FAR 33.103(e).
