- Naval Air Warfare Center Aircraft Division Lakehurst intends to enter into sole source negotiations with Lockheed Martin Simulation, Training, & Support, Inc. (LMSTS) Orlando, FL for to award a modification to the Consolidated Automated Support Systems (CASS) Offload Operational Test Program Sets (OTPS) Maintenance and Logistics support contract N68335-06-D-0004 to include additional OTPS groups for support services (including maintenance) for CASS Offload OTPS', including but not limited to, F/18 IATS OTPSs and H-1ON-715/USM Interconnecting Group OTPSs. Services for each OTPS shall include, but is not limited to, all subcomponents, subassemblies, and ancillary gear associated with each individual OTPS. The Government intends to negotiate this Interim PBL under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. Lockheed Martin STS is the designer, developer, and Original Equipment Manufacturer (OEM) of the OTPS' and is the only known source to have sufficient technical data, drawings, software, repair parts, and trained technical staff to maintain the OTPS. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a Cost Plus Fixed Fee contract modification. No solicitations will be available for this procurement. See Note 22.
