Description
Notice of Intent to Award a Sole Source Procurement. The Government intends to issue a sole source contract for the privatization o the wastewater collection system for the Truax Field Air National Guard Base (ANGB) located at the Dane County Regional Airport (IAP), to the City of Madison. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. The City (Contractor) will assume ownership of the above-mentioned utility system and will be required to provide expansions to the system to meet future needs of the government. The resulting contract, if awarded, will require the Contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate the utility system. The Contractor shall manage the maintenance, repairs, replacement, etc., of the system to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor shall be responsible for funding all capital investments required to acquire, maintain and operate the utility systems in a safe, reliable condition and to meet the requirements listed in the contract. The utility system will be conveyed via a Bill of Sale upon award of the contract. The wastewater collection system being privatized is described as follows: Truax Field is located at the Dane County Regional Airport, just on the northeast side of Madison, WI. Truax Field is approximately 130 acres in size and has 59 buildings with a square foot total of approximately 750,000. The weekday workforce is approximately 350 persons and increases to about 1000 persons on a Unit Training Assembly weekend. The wastewater collection system consists of approximately 5100 linear feet of PVC pipe, 2700 linear feet of transite pipe; and 7400 linear feet of vitrified clay pipe, without tracer wire or warning tape and pipe diameters range in size from two to ten inches. There are 26 brick manholes ranging in depth from four to ten feet, 11 pre-cast manholes ranging in depth from four to six feet, five wastewater pumps from one to five horsepower and five lift stations. Truaxs wastewater collection system was originally installed in 1942. It contains two lift stations and one 3-inch forced main at lift station #2. Age of the system components ranges from 1942 to present, with (approximately) 35% being over 50 years old. The system consists of approximately 7700 linear feet of active piping ranging between 3 to 8 inches. The types of pipe include PVC, vitrified clay, concrete, and cast iron. There are 30 manholes, the majority of which are pre-cast concrete and the remaining are brick. The two lift stations are in-ground packages installed in 1982 and 1994 with automatic controls incorporating audible/visual local alarms. There are three pumps; two are 3-hp and the other is 2-hp with rated flows of 175 gpm and 50 gpm respectively. Competitive proposals were requested in 2000. No offers were received. This notice is not a request for competitive proposals. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of DoD Utility Privatization Policy dated 2002. However, interested persons may identify their interest and capability to respond to the requirement. This information shall include: confirmation of your understanding that the requirement includes purchasing the distribution systems, and then entering into a 50-year contract for the operation, maintenance, repair and replacement of the systems; furnish us with references indicating your prior experience operating, maintaining, repairing and replacing such systems; and indicate how you would meet the emergency response time requirement of one hour. All responses received within ten calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
