- This project will require grading and compacting approximately 16,000 sf of aggregate base course and adding approximately 16,000 sf of 2"-thick surface course of Class B HMA to expand the existing paved parking area at Ross Dam trailhead in preparation for striping. All work will be performed under a single Firm-Fixed Price construction contract subject to the Davis-Bacon Act and pursuant to the Small Business Competitiveness Demonstration Program. In accordance with FAR 36.204, the estimated magnitude of this construction project is between $25,000 and $100,000. The period of performance will be 30 days after issuance of the Notice to Proceed; target start date is September 13, 2010. PROJECT LOCATION: Ross Dam trailhead is on State Route 20, approximately 30 miles east of Marblemount, Washington. Maps and information about the park is at www.nps.gov/noca. We encourage you to attend the site visit (details will be provided in the Request for Quotations, Section L), but the area is open to the public at all times. SOLICITATION DETAILS: This is a best value procurement set-aside for certified HUBZone business concerns (information about the HUBZone program is at www.sba.gov/hubzone); offers from non-HUBZone contractors will not be considered. The NAICS code for this project is 237310 and the small business size standard is $33.5 million, average annual gross receipts for the past three years. Payment protection will be required if the award exceeds $30,000. All offerors must establish and/or maintain an active registration at http://www.ccr.gov and complete the online representations and certifications at https://orca.bpn.gov prior to the RFQ closing date. The electronic Request for Proposals will be available on approximately July 20, 2010, at www.fbo.gov and http://ideasec.nbc.gov. Offerors wishing to receive electronic notification of changes will need to register to receive notification for this specific solicitation at http://ideasec.nbc.gov.
