- The United States Fish & Wildlife Service (USFWS), Mountain-Prairie Region 6, is seeking qualified firms to provide Architectural and Engineering Services (Surveying) for cadastral surveying in the USFWS Region 6 states of North Dakota, South Dakota, Nebraska, Kansas, Colorado, Wyoming, Montana and Utah. The Cadastral Surveying Services may include but are not limited to: boundary surveying including fee, right-of-way and easement; topographic and geodetic control surveying; the surveying may involve: records research; adjoiner notification; corner search; corner identification; corner maintenance; corner monumentation; boundary marking and posting; Global Positioning System (GPS) and conventional surveying; elevation determination; mapping; preparation of legal descriptions and tract reports; preparation and processing of tentative maps and applications for land division approval; calculation of volumes and quantities; recording of surveys plat and monument records; recognition of possible unwritten rights; defense of survey in court and other incidental work normally associated with the surveying profession. This acquisition is being conducted in accordance with FAR Subpart 36.6, Architect Engineering Services. The NAICS code is 541370, Surveying and Mapping (except Geophysical) Services. Size standard is $4.5M. The PSC is C218, A/E-Surveying. This acquisition will be conducted on a full and open basis. The type of contract to be awarded will be an Indefinite Delivery and Indefinite Quantity contract. Work will be ordered through individual Task Orders on an as needed basis beginning approximately October 1, 2010 through September 30, 2011, for the base year with the option on the part of the Government to renew for four (4) option periods of one year each. The minimum guaranteed amount is $20,000 and the maximum amount is $2,500,000. The minimum order amount is $3,000 and the maximum order amount is $200,000. Evaluation and Selection Criteria: The Government is seeking to identify firms with which to negotiate and enter into A&E Services (Surveying) contracts performed at fair and reasonable prices based on the demonstrated competence and qualifications of the prospective contractors. The USFWS shall evaluate each potential contractor in terms of their: 1. Professional qualifications necessary for the satisfactory performance of required services. All firms must have all of the requisite professional licensing and/or registrations (or be able to obtain them) for ALL of the states in USFWS Region 6 (North Dakota, South Dakota, Nebraska, Kansas, Colorado, Wyoming, Montana and Utah). Firms that demonstrate qualifications of their assigned professional personnel for boundary location surveys within the Public Land Survey System (PLSS) as appropriate to the nature and size of the projects solicited will be given greater consideration. Provide the name, state(s) of registration, and registration number(s) of the Professional Land Surveyors that will be utilized on the projects. 2. Specialized experience and technical competence in the Cadastral Surveying. Evaluation will be based on knowledge of Cadastral Surveying practices, records research and the approach used on previous surveys to solve problems. Firms shall demonstrate their specialized experience and technical competence in completing PLSS surveying projects in rural or rural/urban interface areas, including water boundaries and land partitions. Resumes of key personnel shall include the PLSS surveying experience for the last five years. Include the number and location of standard, fractional, and elongated sections subdivided, miles of section boundaries surveyed, and the number of Public Land Surveying System (PLSS) corners monumented or remonumented. Resumes of key personnel shall also include a listing of course, name, sources and dates of any continuing education related the PLSS. Key personnel should include their knowledge and/or experience in the differentiation between existent, obliterated or lost corners. Their knowledge and/or experience in the mathematical processes involved in PLSS surveys should also be discussed such as: double proportionate measurement, single proportionate measurement, three point control, two point control, one point control, grant boundary adjustment, compass rule, broken boundary adjustment, and the proper use of geodetic principles in the PLSS. Firms should include specific information on technical competence and hardware/software capabilities necessary to provide GPS surveys, least squares network adjustments of both GPS and conventional survey data and Autodesk AutoCAD capability. Discuss your firm's approach used on previous surveys to resolve problems resulting from conflicting title or physical evidence. 3. Capacity to accomplish the work in the required time. Evaluation will be based on the ability to accomplish multiple work orders with in the allotted period of performance. Task orders less than $100,000 will be required to be completed in 90 days. 4. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Discuss your firms experience in regard to PLSS surveying projects. 5. Knowledge of the general geographic area of the project and knowledge of the locality of potential projects. Discuss your knowledge and experience working in the PLSS in the USFWS Region 6 areas. 6. Acceptability under other appropriate evaluation criteria. Firms shall attach three filed survey plats as example projects of PLSS surveys performed in the last five years which illustrate the firm's ability to meet the above criteria. Submission Requirements: Firms which meet the requirements described in this announcement should submit three copies of Standard Form SF330 Part I, Architect-Engineer Contract Specific Qualification and Part II, Architect-Engineer General Qualifications, as well as additional documentation as noted above to address each of the evaluation factors no later than 2:00 PM MST, Friday, August 6, 2010, to the attention of Scott Rogers, at the Contracting Office Address listed in this notice. Please limit narrative responses to one page per evaluation factor. Only those firms responding by the deadline will be considered for selection. An evaluation board will review the qualifications of eligible firms responding to this public notice. After initial evaluation, discussions will be held with at least three of the most highly ranked and qualified firms. A selection report will be submitted to the head of agency. The most highly ranked firm will be solicited to enter into discussions regarding concepts and capabilities and furnishing the required services. Discussions regarding price negotiations will be conducted, and if successful, a contract will be awarded. If not the next most highly ranked firm will be invited to enter into discussions.
