- NASA/GSFC intends to procure the items from Real Time Logic, Inc., ColoradoSprings, CO 80921 for the following Commercial items (Qty of 2):Item # 1 - RTL-TSIM-SB - TDRSS Simulator TSIM, S-Band - Includes rugged transportablecase, local computer with collapsible display/keyboard, TDRSS modulation, ranging;front-end processing command formatter, frame sync, external user input, bit error ratetest, S-band forward and return link frequency translation, signal conditioning, routing,and diplexed interface: and TSIM timing reference and distribution 10 MHz, and ReedSolomon decoder.Item # 2 - RTL-TSIM-GNMODE - Ground Network (GN) Mode Software/Firmware Target Licensefor TSIM - Direct BPSK or PMw/BPSK subcarrier.Item # 3 - RTL-TSIM-COH- Coherent Transponder Simulator Firmware and Software TargetLicense for TSIM.Item # 4 - RTL-SVC-L4 1 - Reed Solomon Target Licenses(Decoder using predefined Encoded files from FEP)Options:Item A - RTL-SPT-SYS - 1 Yr Extended Maintenance Contract, extends the 1 year coverage toa total of 2 yearswarranty/maintenance period.Item B - 2 Yr Extended Maintenance Contract, extends 1 year to a total of 3 yearswarranty/maintenance period.Item C - P/N: RTL-ODC-SHIP - System Shipment to NASA/GSFC.Technical Description:The standard TSIM system provides the following key features:1- Simulates the TDRSS Space-to-Space Link (SSL), Either End of Link, TDRSS, or User SVTransponder (Point A or Point B).2- S-Band Single Access (SSA) and Multiple Access (MA); Data Group 1, Mode 1, 2, and 3(spread spectrum signals); and Data Group 3 (SQPSK).3- User Codes 1 to 85 for NASA, ESA, and NASDA.4- Forward Link:a)2025 to 2120 MHz, -110 to +0 dBm.b)100 bps to 300 kbps Command Data Rate.c)I Channel: Command Data and Command PRN, Convolutional Encoding.d)Q Channel: Range PRN, 1/10 power of I channel, Epoch Output.e)PRN Chip Rate Proportional to Carrier, SQPN Modulation.f)Doppler Simulation, Better Than 1 Hz Resolution.5- Return Link:a)2200 to 2300 MHz, +/- 4 kHz and 70 Hz/sec for acquisition.b)Acquisition within 20 sec.c)0 to -40 dBm Input Range.d)Mode 1 or Mode 2 PRN Codes, Rate Proportional to Carrier, Epoch Output.e)100 bps to 300 kbps I or Q Data Rate, Independent Rates, Variable I:Q Power Ratios.f)NRZ-L, M, or S Format Conversions, Viterbi Decoding.g)Output I and Q Data and Clocks.6- Allows Direct Range Measurements through the GUI and Course Verification Using SpreadSpectrum Code Epochs.7- Loopback Capability for Testing both Forward and Return Links.8- FPGA- and Software-Based Design Allows for Customization for Specific ApplicationRequirements.9- Test Point Access (Digital and RF) on Front Panel of RACC.10- Ground Network (GN) Mode:a)Direct BPSK or PM Carrier with BPSK Subcarrier.b)TSIM Operation is Either GN Mode or SN Mode.11- Reed Solomon Decoder (self-test / playback verified through predefined encoded filesvia the TSIMs front end processor).The RTLogic TSIM rack simulates a fully configured TDRSS satellite and ground station forthe RF microwave communications testing of satellites being built at GSFC.The test racks to be procured must be compatible with existing TSIM hardware as they willbe used to test four identical spacecrafts. Therefore, the racks must be form fit andfunction exchangable between spacecrafts and interface with existing integration and testsystems and software.The Government intends to acquire a commercial item using FAR Part 12.This procurement will be processed using the procedure in FAR Part 13 using SimplifiedAcquisition Procedures, and the Procedures set forth in FAR Sub Part 13.5 'Test Programfor Certain Commercial Items'.DO Rating is DO-C9. This synopsis shall not be construed as a commitment by theGovernment, nor will the Government pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:00 PM EST on July9, 2010. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the Government.Oral communications ARE NOT acceptable in response to this notice.All contractual and technical questions must be submitted in writing via e-mail toRussellyn Hart (Russellyn.Hart-1@nasa.gov) no later than 3:00pm EST on July 8, 2010.All responsible sources may submit an offer which shall be considered by the agency.NASA, in general, sponsors programs to give widest possible competitive access toindustry. However, due the statutory authority found in 10 U.S.C. 2304 (c) (1), OnlyResponsible Source, NASA/GSFC intends to procure these items from Real Time Logic. RealTime logic is the sole manufacturer of a (TSIM) TDRSS satellite simulator rack, and theonly vendor capable of manufacturing the TSIM rack assemblies with prompt delivery tomeet the MMS, GPM, and JADEM Observatory integrations presently scheduled.The award document may be a purchase order or a contract at the discretion of theContracting Officer. Notifications to unsuccessful offerors shall be given only ifrequested. The NAICS Code and Size Standard are 334220 and 750 employees, respectively.An ombudsman has been appointed. See NASA Specific Note 'B'.
