Description
The U.S. Army Contracting Command, Joint Munitions & Lethality ContractingCenter Picatinny Arsenal, NJ 07806-5000, on behalf of PM Soldier Weapons, intends to issue a Request for Proposal for the investigation and procurement of enhancements to existing capabilities to the Common Remotely Operated Weapons Stations (CROWS). The requirement is to investigate and procure enhancements to Mainframe and Support Upgrades, Sight Servo Assembly Upgrades, Processor and Software Upgrades as well as Weapons Adaptation Kit Upgrades to the CROWS. Kongsberg Defence and Aerospace (KDA) owns the data rights to all the CROWS system components and their interfaces. Consequently, KDA is the only company that can develop these enhancements. The additional expenses and delays to have another contractor gain the detailed understanding and rights necessary to perform this task is considered to be unacceptable. The Government intends to fulfill this requirement on a sole source basis to KDA under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(ii)(B), Only One Responsible Source. Please note that this notice does not constitute a Request for Proposal. A determination by the Government not to compete this proposed contract action based upon the responses to this notice is solely within the discretion of the Government. The anticipated award date for this action is the 14th of September, 2010.
