- This amendment contains a revised Davis Bacon Wage Determination. THE FOLLOWING DESCRIPTION OF WORK HAS BEEN EDITED TO CHANGE FROM "INSTALLING NEW HIB FIXTURES" TO "INSTALLING DAYLIGHT SENSORS AND DIMMING BALLASTS". The U. S. Department of Agriculture, Agricultural Research Service, Midwest Area, has a project entitled Installation of Occupancy Sensors in North Wing, National Center for Agricultural Utilization Research (NCAUR), Peoria, IL. The work includes but is not limited to: furnishing all labor, supervision, materials, tools, equipment, transportation, and other necessary work for installation of occupancy sensors and replacement of high bay lighting in the North Wing of Building 1 at NCAUR. The North Wing of Building 1 is an approximate 75,000 square foot research wing which houses offices, labs, and four pilot plant bays. The scope of the work includes, but is not limited to, tying in occupancy sensors, power packs, and timer switches into existing circuits, and installing daylight sensors and dimming ballasts. The project will include a base bid and bid option. The period of performance is 165 calendar days after receipt of Notice to Proceed (NTP). The Magnitude of Construction is estimated between $100,000 to $250,000. SET-ASIDE: This acquisition will be procured as a total Service-Disabled Veteran-Owned Small Business Set-Aside. All responsible businesses meeting the requirement may submit an offer which shall be considered by the agency. The NAICS code is 236210 and the annual size standard under the Small Business Competitiveness Demonstration Program for this project is 14 million. This is an Invitation for Bid (IFB) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-41. Solicitation No. AG-5114-S-10-AA23 is scheduled for uploading on or about June 29, 2010. The solicitation will be posted on the FedBizOpps website at www.fedbizopps.gov. No paper copies of the solicitation will be issued. It is the responsibility of the contractor to check the website for the solicitation, as well as any amendments that may arise. A pre-bid site visit will be scheduled and information provided in the solicitation package. It is highly recommended and strongly encouraged that all prospective bidders visit the project site, inspect and observe the site conditions, and review the project scope and requirements at the site prior to submission of a bid. This will be the only opportunity to visit the job site prior to submission of bid. Bids will be due by 2:00 PM on July 29, 2010. A firm-fixed price contract will be awarded. Contractors are required to register or update their registration at the Central Contractor Registration website at www.ccr.gov in order to receive a contract award under this solicitation, and register or update their registration at the Online Representation and Certification Application website at http://orca.bpn.gov.
