Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a total small business set-aside. This solicitation number is RFQ1626126 and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-41. The National Institute on Drug Abuse (NIDA) has a requirement for a 32-channel data acquisition system for in vivo electrophysiological recordings which includes a processor, control software, 16-bit, 40kHz A/D, 32 digital inputs, BNC interface, 32-channel Amp, and Offline Sorter (2 USB keys) (Quantity-2). Other components of the system must include: (1) 32-channel VLSI headstage, gain 20x (2) Headstage cable for 32-channel VLSI headstage, ultra-fine wire (36 gauge), 36" length (3) Headstage tester unit for 32-channel VLSI headstage (4) Digital input cable for the system; bare wire (no connector) at distal end; 15 ft. length (5) NeuroExplorer data analysis software, version 4 with manual, three seat license (3 USB keys) (6) Dell Precision T3500 Workstation, 3GHz W3540 quad core processor; 500GB hard drive; 4GB RAM; DVD/CD-RW; Windows XP (7) 22" wide-aspect flat panel LCD monitor (8) On-site installation and training for the data acquisition system The quantity required for each item listed above is two (2). Additional items needed are data cables for 16 preamp channels, 15 foot length (Quantity – 4). Quotations will be evaluated on the following evaluation criteria: (1) Technical Capability: The system must have the ability to integrate seamlessly with the behavioral system (Med Associates) so that neuronal activities can be interpreted in the context of the animal’s behavior. Offers will also be evaluated on best value in relation to price. Quotations are to be sent electronically to larochek@mail.nih.gov. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
