- Description
- NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1),with Arroyo Instruments, for the purchase of four diode drivers. The sole source determination is based on the National Institute of Standards and Technology's (NIST), Time and Frequency Division purchase of four diode drivers to deliver a current to four high-powered laser diodes. Arroyo Instruments is the only known vendor that can supply the high-powered laser diodes that are interchangeable and have the flexibility required. Arroyo is the only company that can meet the following: the diodes must be cooled on a Thermo-Electric Cooling (TEC) plate which requires a current voltage controller; custom cables to connect the diodes to the current controllers to monitor internal temperature with-in the diodes; Custom mounting plate to ensure the laser diode is mounted safely and in good thermal contact with the TEC; The controller and cable must be compatible with one another to increase research efficiency. Delivery date will be July 30, 2010 This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
