Description
The Department of Commerce National Oceanic and Atmospheric Administration (NOAA)/National Marine Fisheries Service, Gloucester, MA 01930 is issuing notice of intent to negotiate a sole source procurement with Microwave Telemetry Columbia, MD to provide PSAT archival pop-up satellite tags. The proposed tags will be used to tag and track cusk in the Gulf of Maine in order to document post-release mortality, behavior, utilization of habitat and inform issues on commercial and recreational bycatch which is a major threat to the species. Cusk of smaller sized cannot accommodate large satellite tags. Microwave Telemetry produces a satellite tag that is the appropriate size for being accommodated by smaller size cusk. The Microwave Telemetry XPAT, X-Tag is an archival pop-up tag measuring 120 mm long, 32 mm maximum diameter, with an antenna measuring 150mm and weighing 40 grams. This is the smallest archival pop-up tag produced, and is an appropriate size and weight for being deployed on smaller cusk.. The requirement is necessary to support NMFS mission to provide assistance in developing resolutions for the advancement of healthy and populated marine species for the betterment of fishing communities, healthy human consumption, and recreational engagement. The statutory authority is 41 US 253(c)(1), Only One Responsible Source. The government intends to award a firm-fixed price purchase order for this requirement. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). The applicable NAICS code is 334220. All applicable awards shall be in compliance with Homeland Security Presidential Directive 12 (HSPD-12). CAR Clause 1352.239-73 Security Processing Requirements for Contractors/Subcontractor personnel for accessing DOC information Technology Systems (JUN 2006) will apply. Interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be submitted by 8:00 AM July 22, 2010 EST.
