- REMINDER: THIS SOLICITATION WAS EXTENDED TO 12 JULY 2010 AT 12:00PM (EST). QUESTIONS AND ANSWERS (Modified 6 July 2010): QUESTION 1: Please advise whether the customer will consider a drive enclosure with only 2 interfaces - we offer 2 options: 1. eSATA and USB 1.1 & 2.0 2. FireWire 400 & 800 and USB 1.1 & 2.0 ANSWER 1: No, we cannot accept a drive enclose with 2 interfaces. The quad interface allows the greatest flexibility for customer use and is essential to this solicitation. Drive enclosures that fail to meet the technical specifications will not be considered. ______________________________________________________________ QUESTIONS AND ANSWERS (Modified 30 June 2010): QUESTION 1: The Technical Specification and Salient Characteristics Document of the Solicitation lists the 500GB drive cache spec as 32Mb. It is only one manufacturer still supplying 32Mb cache 500GB drive mechanisms, and the cost is substantially higher. Is that requirement being enforced, and should we reflect pricing for the 32Mb cache version of the 500GB drives in our bid? ANSWER 1: The drive cache specification has been revised. Please see the newest Technical Specifications document. _________________________________________________________ THE "MINIMUM TECHNICAL SPECIFICATIONS AND SALIENT CHARACTERISTICS" DOCUMENT HAS BEEN MODIFIED. SOFTWARE IS NO LONGER REQUIRED TO BE CONSIDERED TECHNICALLY ACCEPTABLE. PLEASE SEE THE ADDITIONAL CHANGES (MODIFIED 29 JUNE 2010). QUESTIONS AND ANSWERS (Modified 29 June 2010): QUESTION 1: Is another version of software acceptable? ANSWER 1: Software is no longer required to be considered technically acceptable. Please see the revised Technical Specifications document. QUESTION 2: Is the Hitachi Deskstar 7K1000 a mandatory mechanism component? ANSWER 2: The requirement must meet or be equivalent to the Hitachi Deskstar 7K1000 standard mechanism. QUESTION 3: Is there a specific part number or manufacturer name requred? ANSWER 3: No. As long as it can meet ALL of the minimum specifications, it will be considered technically acceptable. QUESTION 4: Can this requirement be changed to best value if we could provide rugged drives that meet your specifications? ANSWER 4: This requirement will remain Lowest Priced Technically Acceptable (LPTA). There are commercially available external hard drives that can meet our minimum specifications. QUESTION 5: Required delivery of a large amount of drives, 15 and 30 days after award is difficult, especially if someone comes in with an order prior to yours. Is there any flexibility? ANSWER 5: Market research has shown that numerous small business vendors can meet our 15 and 30 day deadline. The delivery deadline shall remain 15 and 30 days. QUESTIONS AND ANSWERS (Modified 28 June 2010): QUESTION 1: Is it acceptable to substitute hard drives in this solicitation? ANSWER 1: No, all sizes are commercially available. It is recommended that only the required hard drive be quoted. QUESTION 2: Is this solicitation a one time buy or a roll-out? ANSWER 2: This requirement is a one time buy. QUESTION 3: Can this requirement be an SDB set aside? ANSWER 3: Market Research has shown that this requirement should be set aside for all small businesses. QUESTION 4: The above referenced solicitation has requirements to include speed test and backup software. How important are these requirements? Will a question be considered for an award if it does not include that software? ANSWER 4: The software shall be included with the external hard drives in order to be considered technically acceptable. QUESTION 5: Is there a specific brand of firewire that you are looking for? ANSWER 5: No, as long as the product meets the MINIMUM specifications, it is considered technically acceptable. _______________________________________________________________ THIS SOLICITATION IS HEREBY EXTENDED TO 12 JULY 2010 by 12:00PM. ALL QUESTIONS AND ANSWERS WILL BE POSTED SHORTLY. _______________________________________________________________________ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-41. The National Geospatial-Intelligence Agency (NGA) has a requirement for Firewire external hard drives. This requirement is being set aside for small businesses and competed solely through the Government Point of Entry (www.fbo.gov). The specific requirement and associated contract clauses are included with this synopsis/solicitation and are viewable via attachment #1. Offerors must sign in to the FBO website to view the attachment. An MPIN may also be required. All vendors interested in submitting a quote for consideration should do so, prior to the soliciation closing date (6 July 2010 by 12:00pm EST), via E-MAIL ONLY to the point of contact(s) listed in this solicitation. Quotes not submited via e-mail will NOT be evaluated. All submissions should be in accordance with the stipulations set forth below: 1. This solicitation is a Request for Quotes and is set aside for small businesses. Quotes from Other than Small Business (OSB) shall not be considered. 2. Quotes shall be based upon open market pricing. 3. Award shall be made to the offeror that submits the LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA) quote. The technical requirements of the hardware are detailed in attachment #1. BIDDERS MUST ADDRESS EACH ITEM IN THEIR QUOTE THAT WAS ADDRESSED IN THE SOLICIATION, IN ORDER TO BE CONSIDERED TECHNICALLY ACCEPTABLE. 4. Submissions should not contain attachments greater than 3MB in size. Such submissions may be excluded. 5. All items shall be delivered to the location referenced in the solicitation in accordance with the delivery schedule cited therein. 6. All questions should be in writing, directed to Contracts Specialist Megan Hildebrand at Megan.Hildebrand@nga.mil. All questions (and their answers) will be posted on the FBO website to provide equal access to information for all potential offerors. The submission deadline for questions is 1 July 2010 by 2:00pm EST. 7. All offerors should submit a completed version of 52.212-3, Offeror Representations and Certifications (attached). 8. All vendors must propose the NAICS code specified in the solicitation. Those vendors who submit a quote not in accordance with the NAICS code will be eliminated from the competition. 9. All items quoted must be new - refurbished items will NOT be accepted.
