- Market Survey/Sources Sought Protective Coating Maintenance Indefinite Delivery-Indefinite Quantity Unit Price Contract Scott Air Force Base, Illinois Description: The purpose of this survey is to gather industry information prior to solicitation of the FY11 Protective Coating Maintenance Indefinite Delivery-Indefinite Quantity (IDIQ) Unit Price contract supporting facility construction needs at Scott Air Force Base, Illinois. The Protective Coating Maintenance IDIQ program consists of soliciting and awarding task orders to a firm to furnish all plant, labor, materials (including paint), vehicles, equipment, tools, supervision, transportation, administration, buildings and facilities required to perform protective coating maintenance as described herein. Services to be requested under performance of this IDIQ program are listed as follows, but not limited to application of protective coatings to interior and exterior of base facilities including fences and detached storage buildings; cleaning of exterior surfaces of base facilities to remove dirt, mildew, fungus, and other foreign matter in preparation for protective coatings; abrasively blasting facility surfaces to remove scale, rust, cracked and chipped paint, stains and other discoloration; layout and striping required for traffic control on streets, parking lots, and aircraft runways, taxiways, and parking areas; spray painting; caulking, taping, bedding of gypsum board to repair joints, cracks and holes; applying vinyl-coated wall covering to selected surfaces; manufacturing various stencils of varying sizes and specifications; manufacturing of signs, being applied onto metal, wood and/or masonry surfaces; and the painting of special graphic signs, emblems, and logos for Scott AFB, IL. Work to be performed under the Protective Coating maintenance IDIQ will be within the North American Industry Classification System (NAICS) code of 238320 - Painting (except roof) contractors - size standard $14 Million. Project task orders may range between estimated $500 - $750,000. Individual task orders will be awarded for each project. Description of the work will be identified in each individual task order. The maximum program value (combined value of all task orders awarded) is not to exceed $7.5M over a five-year period. The government anticipates awarding a contract with a (1)-year base period and four (1)-year option periods. The anticipated performance period will run from 1 Oct 2010 through 30 Sep 2011 plus four one (1)-year option periods. The government will evaluate offers and select the awardee utilizing Performance Price Trade-Off (PPT) best value source selection procedures.
