Description
The Fleet and Industrial Supply Center, San Diego (FISCSD) is conducting a market survey to determine the interest and capability of Industry to participate in a competitive acquisition for the Training and Operational Readiness Information System (TORIS). THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSALS. It is a market research tool being utilized to determine the availability and adequacy of potential competitive sources prior to issuing a Request for Proposal (RFP). The Government is not obligated to and will not pay for information received as a result of this synopsis. The period of performance is anticipated to be a base year plus four, one-year options. The NAICS Code for this acquisition is 541519, and the small business size standard is $25. Information on current contractor is deemed as "Procurement Sensitive" and will not be provided in this notice. The Government intends to award either a FFP or CPFF type of contract. Respondents are requested to provide which contract type they would prefer to support. Respondents are advised that if they prefer a CPFF type of contract, they must demonstrate that their cost accounting system has been approved by DCAA and that the approval is current. The Government intends to conduct this procurement on a full and open basis. The purpose of this notice is to gather information about available businesses that can aptly address ATGPAC's requirement. In response to this sources sought synopsis, provide, via EMAIL ONLY, your CAGE code in your submitted information, along with a point of contact, and whether your company is large, small, disabled vet, woman owned, SDB, or hub zone. It is requested that interested sources submit a brief capabilities statement package (no more than 7 pages in length, 12-point font minimum) addressing capabilities in technical areas. Capabilities shall include a clear demonstration of successful performance in similar technology areas as well as the contractor's resources in cleared personnel, support equipment, and intellectual property, in applicable. A draft performance work statement is attached. Interested parties should submit above information in electronic Microsoft Word or PDF format to the contract specialist via email to: Amador.estrada@navy.mil. Submissions must be received via email no later than 3:00 PM Pacific Standard Time on Wednesday, July 21, 2010. Questions or comments regarding this notice shall be posted to the Contract Specialist in writing and via EMAIL ONLY. No phone calls will be accepted.
