Description
NASA/DFRC plans to issue a Invitation for Bids (IFB) for REPAIR DFRC PRIMARY HIGHVOLTAGE ELECTRICAL DISTRIBUTION SYSTEM - PHASE 6.The contractor shall provide the necessary resources to replace Dryden's main electricaldistribution (Substation 16). This substation is critical to the operation of the entireDryden campus and must remain in operation during construction. All power outages mustbe pre-approved by NASA. Power outages shall be minimized and occur after normal workhours or on weekends only. We will also be testing the operations of the power plant andnew switchgear at the DFRC after normal work hours and on weekends.Work includes:Construction of a new building for the switchgear assemblies with basement stairs, rollupdoor, lighting and HVAC.Provision and installation of:(2EA.) - new transformers 15/16.8/22.4 MVA, 34.5KV delta primary with fans.12.47KV wye secondary with automatic tap changer.(2EA.) - new 35KV vacuum interrupter switches.(2EA) - new 12KV switchgear assemblies with tie switch.Cabinets with (2EA) - drawer compartments in each cabinet with minimum of (2EA) spareC/Bs and (2EA) spaces.Provide and integrate new central processing unit, software, and electronic componentupgrades to existing Cummins generators and power distribution system controls inDrydens power plant.Short circuit calculation and coordination setup for C/B relays.Arc Flash analysis, calculation, and warning labels for all high voltage equipment.Programmable Logic Controllers (PLC). The power plant and switchgear building will useone (1) plus hot backup PLCs to control both locations. All controls shall be CumminsPower Generation only.Testing of high voltage cables, protection relays, transformers, switchgear, and powerplant commissioning using International Electrical Testing Association (IETA) testingstandards. Testing will be performed at the Cummins Power Generation facility.The order of magnitude for the procurement is between $5,000,000 and $10,000,000 and theeffort shall be completed within 625 calendar days after notice to proceed.This procurement is a total HUBZone small business set-aside. See Note 1.The NAICS Code and small business size standard for this procurement are 237130 and$33.5M, respectively. The anticipated release date of the IFB is on or about 23JUL10 with an anticipated offerclosing date of on or about 26AUG10.The firm date for receipt of bids or proposals will be stated in the IFB. Specificationsand Drawings will be available by submitting a request on company letterhead to theContracting Officer at 'james.M.hillman@nasa.gov'.All responsible sources may submit a bid which shall be considered by the agency.An ombudsman has been appointed -- See NASA Specific Note 'B'.The solicitation and any documents related to this procurement [with the exception of thespecifications and drawings] will be available over the Internet. These documents willreside on a World-Wide Web (WWW) server, which may be accessed using a WWW browserapplication. Accordingly, offerors or quoters are urged andexpected to inspect the site where the work will be performed.(b) An organized site visit has been scheduled for - 10AUG10. Participants must complete and forward to the Contracting Officer, DFRC FormDFRC 735-1 (08/2009), Visit Request, no later than five (5) business days prior to thesite visit.(c)Participants will meet at-NASA - Dryden Research Center, Edwards, CA, Building B4825, Institutional SupportFacility (ISF) at 0900 HRS.(End of Provision)All contractual and technical questions must be submitted in writing.
