Description
Hill AFB intends to Start 2 BPA's for Dang's Tailor Shop and M&R Alterations for the tailoring and alterations of Airman Battle Uniforms(ABU's) for deployment requirements. To Include - Sewing of 2 Rank insignia, 'Surname' Cloth Tape, U.S. Air Force Cloth Tape, and Occupational Badge - 5 Day completion time per ABU top. Both Tailors are within 1 mile of the base, required for customer pick up and drop off. PERFORMANCE WORK STATEMENT 8 July 2010 Period of Performance. 1.0 This performance work statement (PWS) is for a Blanket Purchase Agreement. The Period of Performance: Five (5) years from date of award: 25 July 2010 through 24 July 2015. Overview. 2.0 This PWS describes the minimum acceptable standard for the professional servicing of military uniforms by the process of alterations, sewing and or embroidery. Guidance for stripes, AFSC badges, ‘sur-name' tapes, and US Air Force tapes shown in attachments #1-7. Payment method and invoicing retention/reporting, contingencies, and sewing instructions including illustrations are included. Requirements. 3.0 The government requires alterations to include embroider name tapes, sewing on name and Air Force tapes, occupational badge (AFSC), patches and insignia. Each member scheduled to deploy will be required to have four airman battle uniform (ABU) coats to be altered; at no given time will this amount be exceeded per individual. The turnaround time shall not exceed five (5) work days and the weekly volume shall not exceed 300 items. "Last minute" deployment requirements can be rushed through at contractors discretion. (item refers to full ABU top sewing - 2 rank insignia, 1 Surname Cloth Tape, 1 U.S. Air Force cloth tape, and AFSC badge(1)). 3.1 The contractor will sew-on a complete set for deploying members - which includes (2 Rank Insignia, 1 ‘Surname' Cloth Tape, and 1 ‘U.S. Air Force' Cloth Tape, and occupational badge if requested). Description and instructions are provided in attachments. Partial sets are authorized to be completed as needed by each organization (I.E. promotion changes, cross-trainee AFSC badge, ETC.) Alterations and tailoring are also authorized under this BPA and shall follow the pricing on the Contractors Provided Price List. Organizations shall provide all ‘Surname Cloth Tapes, U.S. Air Force Cloth Tapes, AFSC badges, and rank insignias. Organizations can purchase Name Tapes and U.S. Air Force tapes from contractor if contractor can provide them. 3.2 All work is to be completed on an as required basis, with batch drop deliveries provided as required throughout this period by the organization representative and coordinated through the contractor. The allotted time for completion of an individual shirt is 5 business days. For calls exceeding 30 items this completion requirement is negotiable through the customer and the contractor. 3.3 The contractor will provide all materials necessary to perform the sew-on of required items. This will include required personnel, sewing machines, thread, and any other supplies required as defined by the PWS. 3.4 Contractor is not required to be open on Federal Holidays. Contractor is required to pay employees IAW current wage determinations as found at www.wdol.gov. Payment, invoicing, and cancellation. 4.0 The unit that military members are assigned to will pay for the required alterations. The drop-off and pick-up of those garments is the responsibility of the military member. At no time will the vendor be required to pick-up or drop-off any finished garments. 4.1 Payment will be made via Government Purchase Card (GPC). Contractor will furnish all equipment necessary to accept GPC as payment method. All invoices paid with GPC will be retained by the contractor and sent to the contract administrator in a monthly statement to include a total dollar amount charged to date to the BPA. All invoices shall be retained until 12 months after the expiration or cancellation of the BPA. 4.2 Cancellation of this BPA requires 30 days notice to the Contract Administrator or Contracting Officer. All calls made before the expiration of these 30 days will be honored by the contractor to include the finishing of orders received prior to cancellation that require normal services beyond the 30 days. Deficencies and corrections. 5.0 The contractor will be required to correct any deficiencies noted by the customer at no cost to the organization requiring services. Deficiencies noted must be corrected to satisfactory standards and IAW the PWS within a timely manner. Normally a time frame of no longer than 5 working days would be satisfactory to correct deficiencies. 5.1 ABU shirt standards will be as follows: - Rank Insignia must be sewn in correct position 100% for acceptance - Surname Tape must be sewn in correct position 100% for acceptance. - U.S. AIR FORCE Tape must be sewn in correct position 100% for acceptance. - Occupational Badge must be sewn in correct position 100% for acceptance. - Sewing thread must match color standard 100% for acceptance.(Sage Green) - Sewing of items must be neat, located in correct position, firmly attached, no loose items 100% for acceptance. - Any deviation from these standards will not be accepted and must be corrected. Sewing Requirements (includes attachments). 6.1 Sewing Instructions - Also refer to attachments for guidance. 6.2 Name and U.S. AIR FORCE Placement - Center US AIR FORCE tape immediately above left breast pocket. Center name tape immediately above right breast pocket. Cut or fold tapes under tape ends to match pocket width. 6.3 Enlisted Sleeve Placement - Vertical center line of the sleeve is found by laying the shirt front up and creasing the sleeve using the under arm seam rolled to the front as a control point. The line from the shoulder to the cuff can either be folded twice or measure from the shoulder seam to the end of the cuff along the creased edge and divide by 4 to locate the point to place the center of the insignia. 6.4. Thread color - The thread color for sewing will be a sage green color. Sample can be provided upon awarding of contract. Contractor will use exact same color thread for entire contract.
