- In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Re-Investment Act of 2009, Pub. L. 111-5. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. The Department of State conducted a competition among the five Department of State Worldwide Program Management and Program Management Office Blanket Purchase Agreement Contractors. A hybrid Firm-Fixed Price (FFP)/Labor-Hour (LH) Call was awarded to Booz-Allen-Hamilton to support the Bureau of Information Resource Management, Office of Information Assurance's (IRM/IA) network (General Support System) continuous Certification and Accreditation (C&A) activities through both programmatic and operational support. By way of background, one specific responsibility of IRM/IA is the performance of C&A. On that front, the Department is developing a new method (referred to as "continuous" certification and accreditation) to increase the use of automation and monitoring in C&A activities which has the potential to decrease the cost of such activities across the Federal Government (in the long-term) and which will considerably improve security in the short-term. These efforts are being recognized and supported by the Office of Management and Budget (OMB) and other agencies with a leadship role in information assurance.
