Description
Code 616 of the Naval Surface Warfare Center, Carderock Division (NSWCCD) has been tasked to ship and recycle a total of seventeen (17) thionylchloride batteries from two different locations in the United States. In support of this effort, NSWCCD intends to negotiate a non-competitive procurement using Simplified Acquisition Procedures and award a firm-fixed price purchase order to Toxco, Inc., Anaheim, California 92801. The small business set-aside has been dissolved. This is a follow-on effort to Toxco, Inc. who has shipped and recycled many batteries under previous Government contracts. Toxco will transport and recycle fifteen, thionylchloride batteries that each weigh 362 pounds, that were manufactured by the REDB Corporation, and that are now located at an ancillary site in Anaheim, California. Toxco will also transport and recycle two 325-pound, thionylchloride batteries that were manufactured by the HEDB Corporation and that NSWC, Carderock tested at Range #3, Naval EOD Technical Division, Stump Neck, MD. Toxco has the required machinery to reliably and safely handle these batteries which is necessary due to the large weights and the hazards posed by their chemical electrolytes and the requirement to discharge the batteries before recycling them. The individual cells have a comparatively thick stainless steel wall that must be breached in order to remove its contents. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
