- The U.S. Broadcasting Board of Governors, (BBG), International Broadcasting Bureau (IBB), pursuant to Federal Acquisition Regulation (FAR) Subpart 12.67 intends to issue a Combined Synopsis/Solicitation for (Indefinite Quantity) of the DMD 20 Universal Satellite Modems: Tx/Rx 70/140MHz IF, 750Ohm BNC, L-Band RX Only, Standard Stability, 2.4kbps 5MBPS Data Rate Range, Standard and 4-Port Ethernet 10/100 Base-T Data Interface commercial items in accordance with format of Subpart 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) Code is 334220. This Solicitation Number BBG50-R-10-0128DDS is issued as a request for proposal (RFP) that will result in a single award of an Indefinite Delivery/Indefinite Quantity (IDIQ) price contract using FAR Part 15 (Contract by Negotiation) procedures to provide Universal Satellite Modems. (Note: the minimum order for this requirement will quantity of 10 each). The government reserves the right to make an award on the initial proposal without discussions of this procurement. This requirement shall cover Base Year and Four Option Years based on the availability of funds, each option year shall be priced. The following clauses and provisions are incorporated and are to remain in full force in any resultant firm-fixed price purchase order; FAR 52.212-1, Instructions to Offerors - Commercial Items (Jun 2008); FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Oct 2008); 52.217-9 Option to Extend the Term of the Contract; 52.217-4 Evaluation of Options Exercised at Time of Contract Award; 52.213-2 Invoices; 52.216-18 Ordering; 52.216-19 Order Limitations; 52.216-22 Indefinite Quantity; 52-217-5 Evaluation of Options; Questions must be submitted in writing to the Contract Specialist at the email address or facsimile number provided at the end of this notice. Please note that the deadline for submission of questions by 12:00 p.m., Eastern Time on 13 July 2010. Questions must be submitted in writing by email to: dsturgis@bbg.gov. Proposal shall be submitted as an original and two copies must be sent via courier or overnight delivery prior to the deadline.
