Description
This requirement will include the purchase of autonomous carbon dioxide sensors produced by Battelle Memorial Institute to be deployed as part of the NOAA/PMEL surface ocean CO2 monitoring network. The legal authority for Battelle and NOAA to enter into this agreement is the "Special Studies" authority, 15 U.S.C. § 1525 (first paragraph), which permits NOAA to provide, upon the request of any person, firm, or public or private organization (a) special studies on matters within the authority of the Department of Commerce, including preparing from its records special compilations, lists, bulletins, or reports, and (b) furnishing transcripts or copies of its studies, compilations, and other records. This work is funded by NOAA's Office of Climate Observations as part of the sustained global climate observing system. The autonomous CO2 systems meet the specifications needed for the ocean CO2 monitoring network. The systems are calibrated with gas standards that are traceable to World Meteorological Organization (WMO) standards. This is a strict requirement for all NOAA CO2 observing systems so that our measurements can be referenced back to the global observing network. The Government intends to negotiate a firm fixed price contract with a base year commencing approximately July 31, 2010 with up to three (3) additional option years. The NAICS code for this procurement is 334519 the size standard is 500 employees. This notice represents the only official notice of this solicitation. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that Battelle Memorial Institute is the only entity with the necessary product to supply this requirement. However, other potential sources with the expertise and required capabilities to provide this requirement may submit such data which demonstrates the technical requirements stated above in duplicate no later than 15 calendar days from the date of the posting of this announcement. This data must include sufficient information to allow NOAA to evaluate the proposal relative to the technical requirements stated above. Offerors should include a description of significant collaboration and subcontracting that will be required to provide technically acceptable deliverables. No cost or pricing data is required. Interested parties who feel they are qualified to perform this work should submit their qualifications to Contracting Specialist Anthony R. Buch at anthony.r.buch@noaa.gov. THIS NOT A SOLICITATION.
