Description
The proposed contract action is for an acquisition for which the Defense Distribution Center, New Cumberland, PA intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) for CISSP Training and Certification from TRAININGCAMP. The CISSP Training and Certification is in accordance with certification requirements for the functionality of employees to comply with the DoD 8570. This requirement will provide a training program in an on-site condensed boot camp style format, and administer the exam for certification. This procurement has a period of performance of 45 days from the time of award. TRAININGCAMP is the only authorized provider that can offer the training program in an on-site condensed boot camp style format, and administer the exam for certification. Furthermore, TRAINING CAMP is the only company that has a partnership with ISC2. ISC2 maintains and administers CISSP exam requirements, and utilizes TRAINING CAMP as their representative. Any attempt to develop an alternate source to provide this service, if possible, would result in a substantial cost to the Government due to no other vendor having the ability to provide the training, administer the test, and present certification. Accordingly, the Government intends to award a sole source, firm fixed price purchase order (FFP) utilizing FAR Part 13 to TRAININGCAMP for CISSP training and certification. Interested contractors may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The performance of this procurement will within 45 days from the date of award. The North American Industry Classification System (NAICS) code for this effort is U099 with a small business dollar standard of $7,000,000.00. All responsible sources may respond by submitting qualifications/capabilities of the company to provide the CISSP Training and Certification by11:00 AM EDT, Friday July 23, 2010 to Joshua Bell, Acquisition Operations, DDC J7-AB, J Avenue, Bldg 404, New Cumberland, PA 17070, Phone: 717-770-6081, FAX: 717-770-7591, or e-mail: Joshua.bell@dla.mil for consideration by the agency. If no affirmative responses are received by11:00 AM EDT, Friday July 23, 2010 to determine whether a qualified source is more advantageous to the Government, a purchase order will be negotiated and awarded to TRAININGCAMP.
