- NAICS Code 517110; Wired Telecommunications Carriers: This synopsis is for search of interested sources that are Wired Telecommunications Carriers capable of providing Local Wired Voice, Data/Video, Converged Services, and/or Other Wired Telecommunications Services for GSA Federal Agency customers in Local Access and Transport Areas (LATAs) throughout the predominant and surrounding geographical areas of the southeastern states of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee. Government requirements include digital information transport and processing for connection of voice, video, and data terminals to the Public Switched Network (PSN), Internet Protocol World Wide Web (IPWWW), Local/Wide Area Networks (LAN/WAN), Point to Point Connectivity, Digital Subscriber Line (DSL)/Small Office Home Office (SOHO), Central Office Exchange Service, Local Dial Access Primary Rate Interface (PRI), Local Dial Access Digital DS1/T1, Data Transport, Digital Point to Point and Point to Multipoint Data/Video, Frame Relay Point to Point, Government/House Cable/Wire installation and maintenance services, and Telephone Directory Listings, and/or other wired telecommunications services. Wired Telecommunications Carriers shall directly plan, design, furnish, install, implement, maintain, deliver, and control all local signal processing and transmission infrastructure required for fulfillment of the telecommunication services specified in the solicitation and comply with Section 508 standards of the Rehabilitation Act of 1973, (29 U.S.C. 794d), as amended. Service delivery requirements, as dictated by the dynamics of the Government, may be expanded over the period of contract performance for new, improved or additional services, technological refreshment substitutes, or engineering changes. The preference is for multiple awards, Indefinite Delivery, Indefinite Quantity (IDIQ), Fixed Price, Performance-Based contracting with an agency-prescribed economic price adjustment clause. Contracts will contain Contract Line Item Numbers (CLINs) that will be itemized by LATAs with service categories and nominal service descriptions (e.g. Category 1 Voice Services, Category 2 Data Services, Category 3 Converged Services, and Category 4 Other Wired Telecommunications Services). Offerors shall be capable of providing required and/or other wired telecommunications services within the LATA/CLIN chosen (proposed) in response to the solicitation. Ultimately, it will be the Offeror's choice on how many LATA/CLINs service solutions to propose. Each CLIN will be evaluated separately for best value expected to result from selection of proposals from responsible Offeror(s), whose offer conforms to all solicitation requirements, is determined technically acceptable, has acceptable past performance, and whose prices are determined fair and reasonable. Exchanges may occur in accordance with FAR Part 15.306. Award(s) may be made without discussions or the Government may determine to make no award at all. Fair Opportunity will be considered for each order exceeding $3,000 issued against awarded IDIQ contracts unless one of the statutory exceptions applies in accordance with FAR Part 16.505(b)(2). GSA may use Blanket Purchase Agreements (BPAs) to establish accounts with contract awardees to fill recurring emergency requirements (e.g. homeland security, executive orders, etc.) within a stated performance period of the contract when following the fair opportunity process of the solicitation. GSA may establish direct order/direct bill accounts with GSA customers per Inter-Agency Agreements to delegate customer ordering authority. When established under direct order/direct bill accounts, contractors may need to collect GSA User Fee from Agency and pay GSA on a monthly basis. After receipt of sources sought responses and before issuing a solicitation, GSA will provide a copy of the proposed acquisition package to the Small Business Administration (SBA) procurement center representative for review pursuant to FAR Part 19 policies. In order to promote competition to the maximum extent practicable, broaden industry participation in meeting Government requirements, and seek interested sources, all responsible and qualified Wired Telecommunications Carriers registered in the Central Contractor Registration (CCR) under NAICS 517110 and capable of furnishing any of the aforementioned services or other wired telecommunications services are requested to give written notice (include telephone number and point of contact) to the acquisition office listed in this notice within twenty (20) calendar days from the date of this publication. GSA will subsequently notify interested sources when a solicitation is issued through the Government point of entry (www.fedbizopps.gov) to fulfill the Government's requirements.
