- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference number is W912HQ-10-T-0040 is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. This solicitation is a 100 percent set aside for small business; the associated NAICS code is 611699 and the small business size standard is $7,000,000. Line Item 0001 Substation Maintenance I Line Item 0002 Substation Maintenance II Line Item 0003 Instructor Incidentals (Travel, Hotel, and Related Expenses) Line Item 0004 Contractor Manpower Reporting Course instruction shall be on site at the following address: HMS (249th EN BN) BLDG 1417 Jackson Loop Fort Belvoir, VA 22060 STATEMENT OF WORK SUBSTATION MAINTENANCE I & II HMS, HHC, 249TH ENGINEER BATTALION BACKGROUND: The Soldiers of HMS, HHC, 249th Engineer Battalion must know how to properly maintain substation equipment. HMS Soldiers receive missions that require skill that are taught in course. In order to maintain a high level of proficiency on proper and relative maintenance and testing procedures, it is imperative that the Soldiers receive high quality, up-to-date certifiable training. Without proper training Soldiers will find it hard to perform associated tasks within necessary time to accomplish missions. This course will greatly enhance HMS ability to perform all missions effectively and efficiently while providing a platform to train incoming personnel. This training is to ensure the Soldiers are proficient and current in maintenance of substations and related equipment. SCOPE: HMS, 249th Engineer Battalion receives on-site instruction for 12 students from 23 August 2 September 2010 at Fort Belvoir, VA. Instruction includes an in-depth look at medium-voltage switchgear, breakers and batteries. Substation Maintenance II combines lectures and laboratory sessions to give the participant both usable background information and practical experience in the operation and maintenance of common substation equipment. Instruction includes oil sampling and testing, ground resistance testing and electrical testing of power and instrument transformers, and air and disconnect switches. The Soldiers gain usable background information and practical experience in maintenance and testing procedures of substations. Critical information on safety and maintenance practices, procedures, and equipment are covered in both lecture and lab sessions.
