Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Carl Zeiss MicroImaging, One Zeiss Drive, Thornwood, New York 10594-1939 to procure a Service Agreement Contract for Laser Scanning Confocal Microscope manufactured by Carl Zeiss. NHGRI use the Laser Scanning Confocal Microscope throughout the institute and there is an important need to ensure this equipment is operational at all times. The Service Agreement allows for quick repair if needed and regular maintenance work to ensure continued use of the equipment. The Confocal Microscope is a sophisticated piece of equipment that enables investigators to make observations that cannot be made by conventional fluorescence microscopy. A Service Contract is required to reduce downtime and allow users access to new software upgrades. Replacement parts and repairs are prohibitively expensive without a pre-arranged service contract in place. Carl Zeiss MicroImaging is the manufacturer of the Confocal Microscope, only a licensed Carl Zeiss Engineer or Technician can service the instruments and no other source or service is acceptable. The delivery point is the National Institutes of Health (NIH), National Human Genome Research Institute, NHGRI), 49 Convent Drive, Building 49, Room #4C36, Bethesda, Maryland 20892. The following instrument will be covered under the Service Agreement: 1. Scan Module VIS/NLO f/LSM 5 Meta, Serial Number: 2437000102, ID Number: M200512; 2. Axiovert 200M Stand H/DIC Mot; 3. Detection Module External PMT for NDD. The Service Agreement for the instrument includes: • Scheduled and Emergency service performed between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, excluding holidays; • All travel charges within the continental USA; • One (1) preventative maintenance inspection per Service Agreement year; • All covered replacement parts, except consumable items; • Applications Support; • Software updates when available; • Factory trained Field Service Representatives. Industry Classification (NAICS) Code is 811219, Other Electronic and Precision Equipment Repair and Maintenance and the Business Size Standard is $7.0M Per Annum. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-43 (July 2, 2010). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by July 12, 2010, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Inquires to this announcement, referencing synopsis number NHLBI-PB-(HG)-2010-212-DLM, may be submitted to the National Heart, Lung and Blood Institute, Office of Acquisition, Procurement Branch, 6701 Rockledge Drive, Suite 6149, Bethesda, Maryland 20892-7902, Attention: Dorothy Maxwell.
