Description
The Army Test and Evaluation Command (ATEC) Mission Support Contracting Activity (AMSCA) intends to issue a Request for Proposals (RFP) for the design, development, and manufacturing of a Lightweight Alternative Power Source (LAPS). The LAPS, herein referred to as fuel cell, is to be a compact, lightweight source of power for operational test instrumentation on Army ground vehicles. The fuel cell will operate on a continuous basis for not less than 100 hours before refueling is required, and will have an expected operating life of at least three (3) years with a minimum of ten (10) cycles (fuel/field use/refuel) per year. The fuel cell is expected to perform within the same environment as the supported test instrumentation. The North American Industry Classification System (NAICS) code is 335999, Electrochemical generators (i.e. fuel cells) manufacturing. The Small Business Size Standard for this NAICS is 500 employees. The solicitation will be issued for full and open competition. The solicitation, including the Performance Work Statement (PWS) and all other documents related to this procurement, will be available on the Federal Business Opportunities website (www.fbo.gov), and on the AMCSA contracting website (www.AMSCA.ATEC.army.mil) on or around 23 July 2010. All interested parties are encouraged to provide contact information on the interested vendors tab on this notice in FBO.Gov and/or provide their contact information referencing this solicitation number to AMSCA.ATEC@us.army.mil. All responsible sources may submit a proposal in response to the solicitation when it is issued. The tentative date for receipt of proposals and/or closing date for this solicitation is 21 August 2010. AMSCA anticipates a negotiated CPFF contract award for the design, development, and delivery of four (4) proto-type (pre-production) fuel cells on or around 30 June 2011, and fifty (50) Low Rate Initial Production (LRIP) fuel cells on or around 28 February 2012. AMSCA anticipates a follow-on contract (IDIQ) for the manufacturing/production portion of this requirement for an anticipated amount of an additional 1000 units.
