Description
The purpose of this synopsis is to notify the public of the Military Sealift Command's intent to issue a sole source contract to Kiewit Offshore Services, Inc. as outlined below. MSC has been tasked by NAVSEA, Program Executive Office Integrated Warfare Systems (PEO IWS) to contract for the services that supplement those services under contract via an existing Raytheon Corporation (Raytheon) contract through a subcontract with Kiewit Offshore Services, Inc. (KOS) for installation support. As such, these support services must be obtained from KOS on a sole source basis. PEO IWS has been designated as the acquisition agent for the Cobra Judy Replacement (CJR) program. This program includes the construction of a new ship (T-AGM 25) and Mission Equipment to replace the existing USNS OBSERVATION ISLAND Cobra Judy sensor suite. The T-AGM 25 is being procured by PEO Ships, PMS-325. The ship is currently under construction at VT Halter Marine Inc., in Pascagoula, MS. The contract completion date for this contract is 15 July 11. Upon delivery MSC will operate and maintain the vessel for PEO IWS. Raytheon is under contract to PEO IWS to design, develop, and build the radar mission equipment and to install, integrate and test this equipment onboard T-AGM 25. PEO IWS is contractually obligated to provide T-AGM 25 to Raytheon as Government Furnished Equipment (GFE), ready for mission equipment installation, at a location of Raytheon's specification. Raytheon has contracted with Kiewit Offshore Services, Inc. (KOS) located in Ingleside, TX as the mission equipment installation site. The contract between Raytheon and KOS does not include the following requirements: that pier space be available; that the ship be put through a stability test; that accesses be cut to allow for installation of mission equipment; or that standard pier services, such as shore power and garbage removal be provided. The contract between Raytheon and KOS does not explicitly state that s hip will be present at KOS, or that pier space should be reserved for a ship. The proposed contract will meet these requirements. As KOS is in control of its facilities, KOS is the only vendor able to provide KOS pier space for the duration of the installation in addition to the ship services associated with the installation of the mission equipment. All responsible sources may submit a proposal which shall be considered.
