The United States Government, represented by the Department of State, is seeking applications (Standard Form 171's or OF 612's) from U.S. citizens interested in providing the PSC services described in the attached. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR Background: This position is located in the Bureau for International Narcotics and Law Enforcement Affairs, Office of Resource Management (INL/RM). The incumbent of this position serves as a Program Analyst in the Afghanistan, Iraq, and Jordan Support Division (AIJS), and reports to a senior specialist/team leader. Primary Purpose: The Office of Resource Management is responsible for the development and execution of the Bureau's budget, and for the administration of all INL's international counternarcotics and law enforcement programs, i.e. financial, personnel, administrative, acquisition, information management, and post conflict and emerging program development and program evaluation and oversight. Because of the sources of INL's funding and its requirement to respond rapidly to emerging geopolitical needs, the Bureau's authorities have been tasked to accomplish emergency post conflict tasks after armed conflict arises in a particular country or region. The increasing regularity of these post conflict needs over the past several years created the need for the Bureau to establish a separate office to conduct contract and infrastructure development and execution activities for existing and new post conflict-related programs, such as (re)training indigenous civilian police. This allows the Bureau to act quickly and in a proactive manner to address high profile post conflict areas of the world, and offers the bureau the ability to better align resources for future projects before those needs arrive suddenly and impact existing operational staff. To successfully manage current and future multi-billion dollar, fast breaking post conflict programs, the Bureau must have staff dedicated not only to the development and implementation of existing and future programs but, of equal importance, to constantly monitoring the inherent financial and contract requirements fueling these programs. The AIJS Division provides INL the means to manage these financial and contract functions by coordinating all aspects of the project and supporting and interfacing with the relevant entities within the Bureau (CIVPOL, AP, other Divisions within RM), as well as with the regional Bureau(s) and Embassies, interagency working groups, and appropriate elements within the Departments of Defense and Justice, and elsewhere. The Division is comprised of professionals with expertise in the program, financial, administrative, construction and contract management fields, who will serve on specific project teams. The AIJS staff works closely with the Bureau's program managers and specialists responsible for developing and implementing the INL-related programs, e.g. police training, eradication, etc., and with contractors and Embassy staff and other agency personnel assigned overseas. The incumbent serves as a member of one of three teams with responsibility for specific country programs, and/or for financial and administrative programs for one or more countries. The estimated value of these programs is in excess of $1 Billion. The project teams are responsible for managing all aspects of the contract phases of the programs associated with the construction of buildings and related sanitary facilities overseas. This work includes developing and implementing security requirements' for INL's hostile operating environments; handling contract and financial management activities that are unrelated to the Bureau's actual police or eradication work; coordinating contract document reviews, determining how to best review detailed contractor invoice criteria, and verifying INL assets purchased. This optimizes INL's accountability on these high visibility programs. Duties: The incumbent: • Plans, develops and conducts program analyses of substantial scale and impact regarding extremely complex, multi-million dollar projects which significantly impact international programs, e.g.; international projects and initiatives and changes in policy related to INL's emergency post conflict tasks after armed conflict arises in a particular country or region (Iraq, Afghanistan, etc), ensuring that program managers are in compliance with financial management policies and procedures and in conformance with the Foreign Assistance Act, and other regulatory procedures and guidelines. Coordinates work between multiple contractors, vendors, INL's program offices and regional offices, as well as with other government agencies. • Assists senior AIJS Division and other Bureau program managers in coordinating and planning long-range facilities maintenance and quality assurance programs for USG owned and leased facilities in-country, encompassing all aspects of real property, i.e. heating, air conditioning, structural, grounds, security, etc. Conducts in-depth program studies on technical aspects of operational requirements to ensure that both geographic and geopolitical requirements are taken into consideration when making recommendations to senior managers on appropriate course to follow. May also be required to provide technical oversight, coordination, analysis, review, quality assurance, and scheduling oversight of projects. • Makes recommendations to senior staff, both in-country and headquarters, on how best to implement changes to improve performance with respect to such projects and programs, including the elimination of those which are ineffective or no longer useful, e.g. assists in the development of guidelines and procedures for policy and staffing of local maintenance personnel, as well as funding requirements. Builds strong relationships with key individuals in the specific areas assigned to achieve greater visibility on program and project implementation, including the collection and reporting of data for overall organizational awareness. • Provides guidance of both a technical and policy nature to co workers and other staff members on management of complex projects and programs, e.g. trains others, including local staff, on how to extract relevant data. elements to build compelling presentations and reports to best.inform senior managers either through regular reporting mechanisms or ad-hoc queries; ensures that informational materials are current, and that new staff are apprised of requirements in an efficient and effective manner. • Works closely with other program analysts in the development, maintenance and monitoring of integrated reporting system(s) affecting projects/programs with functions and operations that are extensively interrelated in the areas of international narcotics and crime control. Participates with other offices within RM on development of a centralized, coordinated Bureau' financial information system that results in standardized financial information on specific projects between INL post operations, program offices, INL's senior management team, and all offices within INL/RM. • Reviews and analyzes policy documents, often technical in nature; extracts information and summarizes to identify significant trends and issues; leads/participates in working groups, coordinates findings, and makes recommendations to senior level officers on appropriate course to follow on issues which affect over-all Bureau/Department policies. • Drafts position papers and reports presenting, defending, and/or justifying the Department's programs and policies relating to the management of INL funds, both those allocated on a domestic basis, but with particular emphasis on those allocated to the myriad programs worldwide. Reviews project dollar expenditures and provide a monthly budget report to the senior AIJS representation in country. Reconciles differences between budget and project expenditure report generated by the financial management office. • Represents the Bureau/project team at meetings, advising them of the Department's stated policy on specific issues with regard to costs associated with specific Bureau projects, and requirements with respect to conformance to applicable laws and other regulatory guidelines; negotiates policies with regional bureaus or other agency representatives and recommends solutions on controversial issues which arise during such negotiations; and briefs senior managers, both within and outside the Bureau on outcome of meetings. • Supports and assists the senior Program Manager and Division Chief in ensuring that (1) effective internal controls are in place and adhered to in order to protect the integrity of the organization and to prevent waste, fraud and mismanagement; (2) appropriate security procedures are followed; and (3) resources are allocated efficiently, equitably, and in conformance with established policy and regulations. • Reviews and analyzes administrative processes and/or agency programs. Communicates with colleagues, agency management, and other contacts outside the agency to gather and analyze information relating to INL processes and programs. Performs analytical and evaluative work associated with line and/or program activities. • Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives. Evaluates region-wide programs against short and long-range objectives. Effectively manages assigned programs and serves as the initial point of contact for incoming actions from offices both within and outside the Bureau, posts abroad, and other USG agencies, or the private sector on all related issues. • Maintains currency in advancements in the field and accurately projects the impact of it on programs. Ensures effective execution of program requirements. Establishes systematic methods of project execution, evaluation, or advocacy. Assesses activities to determine funding requirements and to determine whether funding is warranted and available. Coordinates the transfer of funding as appropriate. Analyzes budget proposals, and evaluates project/program effectiveness in relation to the funding expended. Reviews approval authority for authorized expenditures, accountability for transfer of funds, procurements, and other financial related decisions. • Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and line or operating programs; and the accomplishment, evaluation, and/or monitoring of audits, inspections, or management or internal control reviews. Resolves audit or inspection activities for projects for which responsible. Minimum Qualifications • U.S. citizen, eligible for a Top Secret State Department security clearance. • Extensive experience in the project management field, including mastery of concepts, principles, laws and regulations associated with the broad areas of international relations, particularly as it relates to the development and implementation of post conflict and emerging development programs. One year of this experience must be equivalent to the GS-13 level in the federal service. • Understanding of contract administration principles, regulations and procedures, including US Federal Acquisition Regulations (FAR), DOS Acquisition Regulations, and commercial procurement procedures. • Ability to communicate effectively, orally and in writing, as well as the ability to interact with individuals at all levels. • Ability to multi-task, working on and bearing responsibility for several simultaneous in country projects while keeping the overall program and bureau goals in perspective. • Skill in using word processing, spreadsheet, and data base computer applications. Significant Microsoft Excel experience and expertise is required. Evaluation Criteria: Factor 1: Offeror's ability to manage complex, multifaceted international projects. E.g. determine needs, define goals and develop work plans for multi-billion dollar projects, and as part professional team, carry out the full range of responsibilities form inception to completion. (20 Points) Factor 2: Offeror's ability to work with A/E firms, and other public and private consulting firms, in analyzing project needs, defining project scope, and in determining schedule and budget required to complete the project. (20 Points) Factor 3: Offeror's ability to develop the DOS' negotiation stance and to coordinate as a necessary, with contracting firms, as well as with DOS and other USG agencies and organizations involved in the project, determining the contracting method most appropriate for the particular project to be completed. Also, ability to prepare all required documentation to support the Department's position and to analyze all documents related to the contract prior to making final recommendations to senior DOS officials. (20 Points) Factor 4: Offeror's ability to write and speak effectively, in order to effectively and skillfully negotiate with senior government and industry officials, and be adept in presenting positions in written form.
