- NASA/KSC has a requirement for a Residual Gas Analyzer (RGA) with ancillary partsfor the Mass Spectrometer Leak Detection System (MSLDS) development system.NASA/KSC intends to purchase the items from Stanford Research Systems, Inc.In accordance with FAR 13.106-1(b) only one source meets NASAs requirements for thefollowing reason. Stanford Research Systems is the sole manufacturer of the 100/01 RGAwith the Electron Multiplier which is required for the Mass Spectrometer Leak DetectionSystem to function seamlessly. Any other residual gas analyzer would affect softwaredesigns and disrupt the interoperability of the system.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Tyronza Borden at email address: tyronza.borden@nasa.gov not laterthan 4:30 p.m. local time on July 26, 2010. Such capabilities/qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to compete thisproposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
