Description
The Gifford Pinchot National Forest intends to acquire construction services for the purpose of making a multitude of improvements at the Coldwater Ridge Volunteer Site. Work includes but is not limited to: construction staking; removal and disposal of existing aggregate drive; installation of crushed aggregate for roads, parking, and paths; project site preparation and grading; and furnishing, installing and/or construction of parking signs, wooden benches, wooden platforms, Yurts, and stairs. The Coldwater Ridge Volunteer Site is located on the Mount St. Helens National Volcanic Monument in Toutle, Washington. The estimated cost of the project is between $100,000 and $250,000. A Request for Proposal will be issued on or around July 26, 2010. As this is a total HubZone set aside, only certified Hub Zone small business concerns will be considered for award. The applicable NAICS code is 237990 - Other Heavy and Civil Engineering Construction - with a corresponding small business size standard of $33.5 million. Offerors will be evaluated on price, experience, past performance, and other factors. A single contract will be awarded to the offeror whose offer, conforming to the solicitation, is the best value to the government. The period of performance will be 90 days from issuance of a Notice to Proceed, which is anticipated to occur on or around September 1, 2010. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
