Description
General Information: This Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). Purpose: The purpose of this Sources Sought Notice is to identify qualified small business concerns including 8(a), HUBZone or Service-Disabled Veteran-owned business concerns that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought Notice, the NCI may issue a Request for Quotation (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought Notice or the NCI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Background: The National Cancer Institute's FACS Core 37 Facility is used by over 200 scientists each year and has served over 700 users since it opened. Over the past year alone, the core lab has provided flow cytometry and cell sorting services for the programs of 80 principal investigators in 29 NCI labs; approximately half of these users have required cell sorting. The types of cell sorting provided by the FACS Core include: sorting of subsets of murine T, B, and stem cells for in vitro culturing and functional assays, for re-injection, or for preparation of RNA, DNA, or protein; sorting of murine keratinocytes, melanocytes, thyroid, lung, liver, prostate and mammary cells by expression of surface antigens; sorting of tumor xenografts for recovery of tumor cells or infiltrating immune cells; sorting of potential cancer stem cells based on surface antigen expression or SP (side population) or aldehyde dehydrogenase; sorting of cell lines with CFP, GFP, YFP, or RFP reporters; sorting to prepare high-luciferase cell lines for imaging based on co-expression with fluorescent reporter proteins; cell cycle compartment sorting using viable cells stained with Hoechst 33342 for characterization of cell cycle related proteins; antibody libraries using yeast and mammalian cells; plate and slide sorting for single cell PCR. Description of Information to be included in the Capability Statement: Contractor shall provide the brand name Beckman Coulter MoFlo Astrios Cell Sorter The following Salient Characteristics apply: • 5 Lasers (listed) with the possibility to upgrade to 7 Lasers - 355 nm - 405 nm - 488 nm - 561 nm - 640 nm • 14 fluorescent detectors with the capacity of 32 Parameters simultaneously. • Emission Optics that provide excellent scatter resolution and fluorescence sensitivity. • Electronics that allow a <1% electronic abort rate. • Sort purity of >99% • Yield of 90% demonstrated at high sort rates • Footprint of 66" x 31" • Autoclavable sheath and waste tanks • Replaceable sample line and probe • Sampling unit designed to protect the operator • Quick release Sample Nozzle design with aerosol evacuation • Ability to be placed in Bio-hood if necessary. • Auto Start up • Bead-Free determination of drop delay • Zero Electronic Dead time • 6-way sorting • Mixed mode sorting • Billion Event data files • Acquisition rate of 100,000 events per second. Delivery: Contractor shall deliver the instrument within 90 days after the award to: NIH/NCI Bethesda, Maryland 20892. Contractor that receives the award will be provided with the complete mailing address. NAICS Code and Size Standard: In the event an Request for Quote (RFQ) is issued, North American Industry Classification System (NAICS) code 334516 with a size standard of 500 employees is being considered. How to Submit a Response: 1. Page Limitations: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed 10 single sided pages including all attachments, resumes, charts, etc. (single spaced, 12 point font minimum) that clearly details the ability to provide the equipment. All proprietary information should be marked as such. Statements should include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. 2. Due Date: Capability statements are due no later than 11:00 a.m. EST on July 23, 2010. 3. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
