AS OF THIS DATE: 7/10/10, THIS DESCRIPTION COMPLETELY REPLACES PREVIOUS NOTICES. POINT OF CONTACT: Scott W. Britt, Contract Specialist, 206.764.3517, Email: scott.w.britt@usace.army.mil Design-Build Border Patrol Stations in Bonners Ferry, Idaho; Colville, Washington; and Oroville, Washington This modification changes the previous requirement to a 2-Phase Design Build Solicitation for the procurement of as few as one and as many as three Design/Build Construction of Customs & Border Patrol Stations. Please Check Phase 1 Solicitation due date for Phase 1 due date. In Phase 1 of the 2-phase design-build selection procedure, interested firms or joint venture entities (referred to as offerors) submit certain specified performance capability proposals, demonstrating their capability to successfully execute the design-build construction contract resulting from this announcement. The Government will evaluate the performance capability proposals in accordance with specific criteria and will short-list no more than five (5) of the Phase 1 offerors to compete for the design-build contracts in Phase 2. In Phase 2, the short-listed offerors will submit price proposals in response to one or more request for proposals (RFP) that will include facilities concepts as well as detailed contract requirements. The second phase of this solicitation will be available to qualified firms ONLY. This project is open to small business ONLY. The North American Industry Classification System (NAICS) Code is 236210 with a size standard of $33.5 million. For the purposes of this procurement, a firm is a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed $33.5 million. A description of each of the projects follows: Border Patrol Station - Bonners Ferry, Idaho Project: Seattle District requires a contract for design/build construction of a 50-agent northern border patrol station for Department of Homeland Security, Customs & Border Protection (CBP) in Bonners Ferry, Idaho, on an approximately 9-acre property owned by CBP. The Design/build (D/B) contractor will design, construct, furnish, and commission the Station Building (14,000 square feet), Garage (21,000 square feet), Canine/Equestrian Facility (25,000 square feet), and associated sitework and utilities. The Station includes office space, support and storage areas, detainee processing and holding areas, training facilities, locker rooms, restrooms, and secure storage for CBP personnel gear, weapons, and seized goods and narcotics storage. The Garage provides enclosed parking for 30 government vehicles, maintenance, storage, vehicle wash area, first aid supplies, and small quantity hazardous waste (HazMat) storage. The Canine/Equestrian facility includes office space, storage, washroom and food preparation areas, dog kennels, horse stalls, tack storage, first aid/wash area, exercise arena, feed and hay storage, and equipment storage. Sitework includes roadways, parking lots, security fencing, lighting, landscaping, emergency generator, and utility services. The magnitude of construction is between $10,000,000.00 and $25,000,000.00. The Design/build (D/B) contractor will design, construct, furnish, and commission the Station Building (14,300 square feet), Garage (39,000 square feet), Canine/Equestrian Facility (27,000 square feet) and Arena (22,500 square feet), and associated sitework and utilities. The Station includes office space, support and storage areas, detainee processing and holding areas, training facilities, locker rooms, restrooms, and secure storage for CBP personnel gear, weapons, and seized goods and narcotics storage. The Garage provides enclosed parking for 48 government vehicles, maintenance, storage, vehicle wash area, first aid supplies, and small quantity hazardous waste (HazMat) storage. The Canine/Equestrian facility includes office space, storage, washroom and food preparation areas, dog kennels, horse stalls, tack storage, first aid/wash area, exercise arena, feed and hay storage, and equipment storage. Sitework includes a helipad, roadways, parking lots, security fencing, lighting, landscaping, emergency generator, and utility services. The magnitude of construction is between $10,000,000.00 and $25,000,000.00.
