- Description
- The Center for Disease Control and Prevention (CDC) intends to award, under a sole source basis, a purchase order to Barry M. Popkin, Carolina Population Center, University of North Carolina at Chapel Hill, NC. The contractor shall provide CDC with detailed analytic reports from their China Health and Nutrition Survey Projects. The report will include findings from their project into sources, content and geographic variability to estimate sodium intake. The findings will provide the Government with recommendations and scientifically sound guidance to help with the reduction in cardiovascular disease. The Carolina Population Center through its leadership of the China Health and Nutrition Survey studies is the only entity with the ability to define appropriate population level indicators of sodium intake. They have collected data on over 20,000 trials that will allow comparative studies based on their data sets and information. The Period of Performance shall continue for 6 months from the date of contract award. The date of Contract Award is estimated for August 1, 2010. The acquisition is being procured applying simplified acquisition procedures in accordance with Federal Acquisition Regulations (FAR) Part 13. The sole-source authority is found under FAR 13.106-1(b). The circumstances of the contract action deem only one source reasonably available. Barry M. Popkin of the University of North Carolina at Chapel Hill is the only available source with the required expertise to provide the services. CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services required are encouraged to identify themselves and give written notification to the Contracting Officer no later than 5:00 PM Eastern Standard Time, July 27, 2010. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered for the purpose of determining whether to conduct a future competitive procurement. Respondents will assume all financial costs for preparing a response to the notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
