- REQUEST FOR QUOTE FA6670-10-Q-0042 914th Airlift Wing Niagara Falls, Air Reserve Station Niagara Falls, NY 14304 July 07 2010 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number (FA6670-10-Q-0042) is issued as an invitation to Request For Quotation (RFQ). Reply address is: 2720 Kirkbridge Drive, Niagara Falls, NY 14304-5001. Statement of Work Paint/Birdproof RF-101C "Voodoo" Static Display Aircraft at the 914th Airlift Wing (AW), Niagara Falls Air Reserve Station (ARS), NY 14304-5001 1.0 Objective: Provide corrosion control and preservation for one (1) stationary (ground tethered) static display aircraft (RF-101C) located just inside the Walmore Road Entrance Gate east of B-403, CE Administration building. 2.0 Scope of Services: Upon notification from the 914th AW/LGC (Base Contracting Office) the contractor shall perform the specified work at the installation. The work must be completed by 29 September 2010. The contractor must comply with all state and federal environmental code regulations to comply with this Scope of Work. The contractor shall provide all necessary labor, tools, materials, equipment, and transportation necessary to accomplish corrosion control and painting of artifact on-site to include: 2.1 Photographs documenting all existing markings and paint scheme for duplication (as necessary). 2.2 Power washing complete exterior surfaces, landing gear and gear wells. - Remove all loose paint by scraping, sanding and power washing at 4500 psi with "rotoblaster." - Sand all surfaces to be painted sufficiently to assure sound adhesion of the new paint to its substrate.- Sand and feather areas that show surface irregularity to smoothly transition into adjacent areas.- All exterior surfaces to be painted shall be washed with a TSP and Jomax solution. Wash surfaces in a manner to prevent streaking. Thoroughly rinse all surfaces and let dry before painting. Use a cleaning agent strong enough to remove air pollutants, mold, and fungus fromthe surface but gentle enough so as not to leave marks or streaking on the surface. Test in an inconspicuous area before applying to surface. 2.3 Birdprooof as necessary using ½-in stainless steel mesh hardware cloth unobtrusively secured by stainless steel hardware or clear RTV silicone rubber. Large blanks will be closed off using 3mil (.003 in) thick fiberglass sheeting cut to fit. 2.4 Sanding and feathering exterior surfaces to remove imperfections in existing paint (i.e., flaking, runs, etc.), providing a smooth surface. 2.5 Removing and/or treating all corrosion as required before primer coat is applied to the aircraft. This step may require use of "Bondo" or other type filler material to treat heavily corroded areas. 2.6 Applying Direct to Metal (DTM) primer with 100% coverage using Sherwin-Williams Acrylic DTMproducts or equivalent. 2.7 Painting aircraft with DTM semi-gloss exterior coating using Sherwin-Williams Acrylic DTM products or equivalent. Paint is not required to be airworthy. 2.8 The RF-101 "Voodoo" static display aircraft is currently painted a color close to flat Dark Ghost Gray (FS 36320). This may a water-based paint finish. The vendor will replace the aircraft's current monochromatic scheme with the USAF Technical Order 1-1-4 "Standard TAC" camouflage scheme used from 1965 during the Vietnam War. The Standard TAC scheme is made up of four (4) colors: Dark Green (FS 34079), Medium/Forest Green (FS 34102), and Tan (30219) applied in a free-hand, soft-edge pattern on the sides and upper surfaces of aircraft. Light Gray (FS36622) will be applied to the underside of the fuselage, wings, horizontal stabilizer, and control surfaces. - The camouflage patterns will be applied in accordance with the specific aircraft illustrations (see Attachment #1) using "lusterless" or flat (preferred), or semi-gloss (acceptable) paints. The attached illustrations are intended as guides; minor variations in pattern are acceptable.Boundaries between colors shall be irregular as illustrated and fade into each other; avoid sharp lines between colors. - Colors of insignia and markings shall be as follows: Standard camouflage exterior insignia and markings shall be subdued black (FS 37038), except required safety precautionary markings which shall be red (FS 31136). Specific Markings to be applied are: A. National Star Insignia: Located on each side of the fuselage just forward of the engine air intakes. Use miniaturized 15" star with Insignia Blue (FS 15044) background and border, Insignia White (FS 17925) stars & bars, and Insignia Red (FS 11136) horizontal bar stripes. Apply same sized national star insignia on the upper surface of the left wing and on the lower surface of the right wing. Note: Do not apply "U.S. AIR FORCE" markings on either the left or right fuselage sides or "USAF" markings on either the lower surface of the left wing or upper surface of the right wing. B. Aircraft Data Legend Marking: Located on the left and right sides of the fuselage beneath the cockpit. It reflects the owning military component, the aircraft type, model and series, aircraft serial number, the grade of fuel the aircraft is serviced with, and the identiplate location within the aircraft. Use 1" high letters and numbers in Flat Black (FS 37038). The aircraft data legend for subject RF-101C aircraft is below: U.S. AIR FORCE RF-101C-45-MC AF SERIAL NO. 56-0185 SERVICE THIS AIRCRAFT WITH GRADE JP-4 FUEL REFERENCE T.O. 42B1-1-14 Note: GENERAL SPECIFICATION FOR LETTERING AND NUMERALS USED IN MARKING FOR AIRCRAFT. Any style font/letter compatible with the vertical block type letter and arabic numerals of uniform size and shape will be used when applying markings on aircraft. C. Aircraft Radio Call Numbers: Are located on both sides of the vertical stabilizer. The number consists of "USAF" (shortened to just "AF" in this instance) on the top row, followed directly beneath by a five digit numerical radio call number derived from the aircraft's serial number ("60185" in our case). Use 6" high letters and numbers in Flat Black (FS 37038); align the radio call number as follows: AF 60185 Aircraft with jettisonable canopies (including subject RF-101C) shall have the aircraft radio call number stenciled on the outside or inside of the canopy frame on the left hand side 6 inches from the forward end, using 1 inch high black numbers. D. The following safety precautionary markings shall be Red (FS 31136): 1. INSTRUMENT STATIC OPENING MARKINGS. A red 1/2 inch wide intermittent (four equal segments) circular band shall be applied around the static opening(s) and the following legend shall be applied adjacent to the opening: STATIC PORT DO NOT PLUG OR DEFORM HOLES. AREA WITHIN CIRCLE MUST BE SMOOTH AND CLEAN E. The following markings shall be Flat Black (FS 37038): 1. ANGLE DETECTOR 110L 110L CAUTION HANDLE VANE WITH EXTREME CARE ROTATE VANE SLOWLY, AND APPLY NO PRESSURE AFTER REACHING STOP 2. MANUAL CANOPY RELEASE IN DOOR BELOW 3. USE AT MANUAL CANOPY RELEASE PUSH CANOPY RELEASE WRENCH INSIDE PULL TO RELEASE 4. RESCUE EMERGENCY ENTRANCE CONTROL ON OPPOSITE SIDE F. The following markings shall be Orange-Yellow (FS 313538): 1. Apply thin yellow trim around the windscreen and canopy to simulated yellow or orange-yellow colored sealant used in the early Vietnam war timeframe. This can be painted on or applied using adhesive decal film as long as it will continue to adhere over several years in our harsh, windy NE climate. 2. External Markings. Canopies and hatches jettisoned by cartridge actuated devices shall be marked in accordance with the examples portrayed in (Figure E-7). A two- foot long orange-yellow arrow outlined in black with the word RESCUE in 2 inch black letters inside will be applied on both left and right fuselage sides beneath the windscreen (refer to attached photos). It will be affixed pointing toward the rear of the aircraft, and upward at an angle of 45 degrees, the point ending at the manual canopy release lever located aft of the angle detector. The applied coatings will not flake, peel, or chalk for two years from the date the contract is completed. Paint shall be smooth, uniform and free of blisters, cracks, loosely adherent particles, nodules, or powdery deposits. - No primer visible through topcoat - No overspray - No blisters, fish eyes, runs or sags - No roughness or dirt inclusions 2.9 Remove all paint, or other finish material where it has spilled or spattered. Remove all paint scrapings, trash, old paint, etc., DAILY from site. All debris must be containerized for pickup by base environmental personnel.- Consider paint chips and other painted materials removed from this aircraft to be hazardous waste due to chromium content exceeding EPA/ NYSDEC toxicity characteristic leachate procedure (TCLP) regulatory levels. Coordinate with 914 MSG/CEV (Environmental Engineering) staff for proper collection, storage, and disposal of waste products generated while performing this work. 2.10 The contractor will coordinate all matters with the 914 MSG/LGC's assigned Contracting Office Representative (COR). 2.11 The contractor will provide a punch list at the end of the job for any corrections. All punch list items will be corrected to the satisfaction of the wing's historical property custodian (HPC). 2.12 The contractor will ensure the work area is completely cleaned and restored to pre-work condition prior to contract closure. 2.13 The contractor will provide the HPC with 1 quart of each paint color with a material safety data sheet (MSDS). 2.14 The contractor is responsible for the proper collection and handling of all wastes generated during performance of this work. Once collected, the government is responsible for proper waste handling, storage, and disposal at no cost to the contractor. 3.0 Delivery & Scheduling requirements: Delivery Schedule: Estimated August thru September 2010; Period of Performance: Not to exceed 90 days. Proposed Start Date Proposed Completion Date 3.1 The contractor shall perform the stated work at the earliest agreed upon time convenient to both parties. 3.2 The contractor will notify the COR at least 24-hours in advance of beginning work. Normal base work hours are 0715 to 1600 hours daily, excluding weekends and Federal holidays. Lunch for base personnel is from 1115 to 1200 hours. 3.3 The contractor shall provide the government (914 LGC) a cost quote for performance of work described in this Statement of Work (SoW).
