Description
NASA/GRC has a requirement for one Auto Spectroscopic Ellipsometer in accordancewith the following specifications: 1. Spectral range: a. 440 nm to 1000 nm2. Spectral resolutiona. 1.5 nm (nanometer)3. Ellipsometric Anglesa. psi = from 0 degrees to 90 degreesb. delta = from 0 degrees to 360 degreesc. Full Mueller Matrix measurements(16 elements)4. Measurement speeda. < 1 sec. for full spectrum5. Fixed angle of incidence at 70 degrees6. Integrated light source - no external control box7. Motorized X-Y-Z stage for thickness mapping and auto alignmenta. X-Y maximum stroke of 200 x 200 mmb. Computer controlled Z-height adjustment over 50 mm. c. Integrated references and calibration samples for automatic calibration*The system should be have an automated X-Y stage capable of accommodating JFTOT cylindertype sample and perform automated line scan for thickness uniformity.*The system should be have an height (Z) adjustment of 40 mm in order to accommodate theshape of the JFTOT tube and allow for proper beam focusing. 8. Motorized Optics for Focusing Beama. With Halogen + LED sourceb. With optional Xe source*The ellipsometer should have a software controlled adjustable micro spot down to 70 um x250 um. The ability to select several micro spot sizes allows for the optimization of thesignal reflected off the sample. This is critical in order to improve the signal to noiseratio.9. Integrated 2D CCD camera for sample viewinga. Sample Imaging Deviceb. Optical device to view the sample spot on any kind of substratesc. View field: 1mm x 3mm*The system must be equipped with a color vision system that clearly displays the probingbeam onto the metallic sample in order to measure at the right location. Indeed, becauseJFTOT tubes have a small diameter, it is critical to position accurately the beam ontothe sample in order to perform a reliable measurement.10. Ellipsometry Headsa. Fixed polarizer to avoid beam deviation,mechanical noise and mechanical wearb. Double Liquid Crystal Modulator*The ellipsometer should have no moving part in the optical path of the beam in order toavoid beam deviation onto the sample. Since the diameter of the tube is only fewmillimeter and the coating is inhomogeneous, it is critical that the probing beam doesnot go through any moving optics11. Integrated detection opticsa. CCD and spectrograph coupled to the ellipsometry headsb. 2048 pixels CCD12. Ability to analyze Uni-axial and Bi-axial anisotropic materials13. Two (2) software licenses 14. Installation of unit including 1 day onsite training.15. The ellipsometer should be delivered with the proper software to analyze JFTOT tubes.The unit should come with preloaded material files for JFTOT metallic substrates as wellas recipe for coatings thickness calculations. 16. The system should include auto calibration procedure with calibration and referencesamples attached to the X-Y motorized stage for operator-free sample positioning on thestage.NASA/GRC intends to purchase the ellipsometer from Horiba Jobin Yvon because they are theonly available sytem on the market capable of specifically measuring and characterizingJet Fuel Thermal Oxidation Test tube coatings.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 26, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
