Description
NRMJ2000-10-16762SRG ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the Mentum of Quebec, Canada, to purchase a Mentum Planet 5.1 LTE RF. *** The sole source determination is based on the National Telecommunications and Information Administration's (NTIA) requirement to purchase the proprietary product Mentum Planet 5.1 LTE RF made by Mentum and is proprietary. This product is in support of LTE demonstration network begun on behalf of the NIST Office of Law Enforcement Standards (OLES). The demonstration network is physically located in two different areas that have very different RF propagation environments. These areas are Boulder, CO and Washington, DC. In order to properly plan out the RF portion of the LTE demonstration network ITS requires the LTE RF propagation modeling tool. Three companies originally could have supported some portion of this requirement, but two of these companies have merged into one company they are not going to continue supporting LTE radio simulation and planning capabilities in Band Class 14. Delivery of the product will be by August 31, 2010. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
