Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the Simplified Acquisition Procedures FAR part 13.5 Test Program for Certain Commercial Items. The Fleet & Industrial Supply Center, San Diego intends to award a SOLE SOURCE Firm Fixed Price Contract to Cortech Solutions, Inc. The Naval Health and Research Center, San Diego (NHRC) has a requirement for an electroencephalograms (EEG) recording system. Cortech Solutions' Biosemi EEG will include the ActiveTwo Base System and an ActiveTwo 8 Channel Amplifier/Converter Module. The Biosemi EEG system will be used to identify, diagnose, monitor, treat and/or better understand the neural correlates of traumatic brain injury (TBI) and post-traumatic stress disorder (PTSD). The Cortech Solutions EEG System will be used in research projects in the Applied Cognitive Science Lab. For optimal compatibility of file formats and component accessories, the purchase of this particular brand of EEG recording device is necessary. The requirement is for the replacement and upgrade of existing parts. The purpose of these projects is to investigate the electrical brain activity associated with various structural and neuropsychological disorders. The proposed contract action is for commercial supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Solicitation N00244-10-T-0294 is attached to this synopsis. The solicitation document incorporates provisions and clauses in effect through FAC 2005-38 effective February 1, 2010 and DFARS Change Notice 20100224. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.
