Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to purchase preventive maintenance for the U.S. Center for Environmental Health Research (USACEHR), 568 Daughten Road, Fort Detrick, MD 21702. The award will consist of a base year with a period of performance of 12 months upon award with two one-year option periods. This is a combined synopsis/solicitation; no solicitation will be released for this requirement. When submitting proposals for this requirement the control number will be W81XWH10T0285. This is a full and open competition, NAICS code is 811310, with a size standard of $7 million for this procurement. The anticipated contract type of this requirement is a Firm Fixed Price (FFP). Request for Quotes received for this must be for the entire requirement. No partial offers shall be accepted. All contractors submitting offers must comply with ALL of the performance work statement. Performance Work Statement: Titled: Service Contract for Waters QTOF Mass Spectrometer. The Waters Premier" time-of-flight (QTOF) mass spectrometer delivers high sensitivity, resolution, and exact mass measurements for LC/MS applications. Its fast data acquisition rates and automated workflow features match the requirements for MS detection under UPLC conditions. A variety of ion source and software options makes the Premier QTOF a versatile choice for a range of analytical challenges, from characterizing proteins to screening large compound libraries. Components include: QTOF Premier, MassLynx, and PROLYNXV4 Software, UPLC Nano-AUX Pump, UPLC Nano-Sample Manager, UPLC Nano-SOL Manager. Tasks/Deliverables: Service to include one yearly preventative maintenance visit to replace all normal wear and tear items on the equipment. Service is to be provided by a factor certified technician. Service is to also include on-call service during normal business hours, 9:00a.m. to 5:00p.m., Monday through Friday, with a 48 hour response time or better. In addition the contractor is to include telephone technical support during normal business hours. Contractor will provide service and technical support for all software needs, including free software upgrades. Quality Control: a. The contractor shall maintain a Quality Control Program and document in a Quality Control Plan, to ensure that all services, specified in the Statement of Work are provided and include timeliness and level of quality. b. This plan should be updated hereafter as approved changes occur. c. Quality Assurance: The Government will monitor the contractors performance under this contract. The Government retains the rights provided in FAR 52.246-4 Inspection of Services Fixed Price. Contract Manpower Reporting: The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including sub-contractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address: https://cmra.army.mil. As part of its quote or offer, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. The reporting period will be the period of performance not to exceed 12 months. Quality Assurance Surveillance Program (QASP) Performance Objective 1. The Contractor shall provide unlimited telephonic assistance for the duration of the contract period. Performance Target 1. Unlimited telephonic support during normal duty hours (9a.m. 5 p.m., Mon Fri), Method of Surveillance 1. Monthly checks with equipment operator, Method of Inspection 1. All calls made during normal duty hours should be accepted and assistance provided until equipment functions properly or unit technical support is determined. Performance Objective 2. Respond on site within 48 hours to request for maintenance support and work until problem is resolved. Performance Target 2. 48 hour on site response. Resolve problem or work until additional parts requirements are identified., Method of Surveillance 2. Medical Maintenance personnel and equipment operator will monitor a factory (Waters) certified Technician response and progress, and review Field Service Report (FSR). Method of Inspection 2. If 48 hour response is not required by equipment operator, contractor will be allowed to deviate from this plan, otherwise response must be within 48 hours and the technician should work until the problem or service is completed. Performance Objective 3. Provide a Field Service Report prior to leaving site. FSR should breakdown costs by parts, labor, and travel. Performance Target 3. Factory (Waters) certified Field Service Technician provides a FSR for every visit including scheduled services. Method of Surveillance 3. ( Waters) Certified Technician should inform equipment operator and/or medical maintenance personnel when finished and provide FSR. Method of Inspection 3. Provide a FSR for every visit including scheduled services. within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. This synopsis/solicitation document incorporates provisions and clauses that are those in effect through Federal Acquisition Circular 2005-38. Applicable are the following: FAR 52.212-1 Instructions to Offerors Commercial Items, A completed copy of the provision at 52.212-3 Offeror Representations and Certification Commercial Items, must be included with the offer. 52.212-4 Contract Terms and Conditions Commercial Items, 52.217-5 Evaluation of Options, 52.217-8 Option To Extend Services, The clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition including 52.203-6 Restrictions on Subcontractor Sales to the Government with Alt I; 52.219-14 Limitations on Subcontracting; 52.222-19, Child Labor--Cooperation with Authorities and Remedies; 52.222-21 Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. 52.212-2 Evaluation Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical, 2. Past Performance, 3. Price, Technical and past performance, when combined, are more important when compared to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) The clause 52.216-1 Type of Contract - The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. 52.217-9 Option To Extend The Term of The Contract - (a) The Government may extend the term of this contract by written notice to the Contractor within 60 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years. A completed copy of the provision at 52.209-5 Certification Regarding Responsibility Matters, must be included with the offer. The DFARS clause 252.212-7001 Contract Terms and Conditions. Defense Acquisitions of Commercial Items applies to this acquisition including 252.225 -7001, Buy American Act and Balance of Payment Program.
