Description
The Tennessee Air National Guard located at the 164th Airlift Wing, Memphis, TN intends to issue an Invitation for Bid (IFB) to award a single, firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to perform and complete the construction of Base Civil Engineering and Training facilities and Fire Station addition and renovations for Tennessee Air National Guard 164th Airlift Wing in Memphis Tennessee. The successful bidder shall manage both Fire Station space and Civil Engineering space concurrently. The project scope is 30,000 square feet. Typical work includes, but is not limited to: Contraction of reinforced concrete foundation and floor slab, steel framed masonry walls, and a sloped standing seam metal roof system; installation of mechanical, electrical, and fire protection systems, and interior walls and finishes; Site work to include exterior utilities, site improvements, road access pavements, fire protection, drainage, landscaping, and force protection requirements; provide demountable interior wall partitions. 1.Contractor to renovate 3,100 square foot in the existing Fire Rescue Building as per plans and specifications. 2.Contractor to construct a 5,500 square foot addition to the existing Fire Rescue Building as per plans and specifications. 3. Contractor to construct a 21,400 square foot facility to house the Base Civil Engineering Maintenance and Training. To consist of the following: 7,900 square foot maintenance shop area. 6,500 square foot administrative area..3,000 square foot emergency management area..4,000 square foot civil engineering covered storage. 2. Tentative Alternative Bid Items (ABI) in order of importance: A Patio and screen wall adjacent to break room. A1.This will be used for taking breaks and eating lunch. B.Operable partition wall in the classroom. B1.This will separate the room into separate rooms. C.Mechanical system enhancements. C1This will help out in energy consumption cost. D.Motorized overhead doors on the north side of the facility. D1This will help the loading and off loading of equipment and materials. E.Handrail/Guardrail substitute at stair wells. E1.This will help with maintaining the interior finishes. F.Interior daylight reflector shelves at window frames. F1.This will enhance energy consumption savings. Magnitude of the project is between $5,000,000.00 and $10,000,000.00. Construction/contract completion time is anticipated to take approximately 730 days for project after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $33.5 million average annual revenue for the previous three years. This project is being solicited as a TOTAL SET ASIDE FOR SMALL BUSINESS. The tentative date for issuing the solicitation is to be determined (TBD). The tentative date for the pre-proposal conference and site visit is To Be Announced (TBA) for the 164th Airlift Wing located at the Airbase for the Tennessee Air Guard, 2884 Starlifter Lane Memphis, TN 38118, TN. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. The cut-off date for all questions for the pre-proposal conference will be announced in the solicitation, they shall be submitted via e-mail to terri.hover@us.army.mil or paul.david.reagan@us.army.mil. Actual dates and times will be identified in the solicitation. The award will be based on competitive bids. Interested bidder's must be registered in the Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested firms are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. THE SOLICITATION AND ASSOCIATED information to include the plans and specifications will be available from the www.fbo.gov website. All contractors and subcontractors interested in this project must register at this site. The plans and specifications will also be available at Federal Business Opportunities (FedBizOpps.gov or fbo.gov) system. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN) 2) DUNS Number and CAGE Code 3) Telephone Number 4) E-Mail Address. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. Please reference paragraph 4.4 of the Vendor Guide for instructions to retrieve the specifications and drawing documents for this project. Bidders who have registered with FedBizOpps must access the data for this solicitation by way of the link issued with the solicitation. Bidders cannot log into the FedBizOpps home page and search for data. This solicitation is a COMPETITIVE BID and there will be a formal public bid opening.
