- NASA/GRC has a requirement for Oxide/Oxide CMC Mixer Nozzle Hardware.NASA/GRC intends to purchase the items from COI Ceramics, Inc., 9617 Distribution Avenue,San Diego, CA 92121-2307.We request that COI Ceramics, Inc. fabricate oxide/oxide CMC (ceramic matrix composite)mixer nozzle hardware reinforced with Nextel 610 fibers. This materials supplier wasselected for the following reasons: NASA GRC has obtained test samples fabricated by COIC, Inc. The properties fromthose samples should be fairly representative of the properties of those in the mixernozzle hardware. This oxide/oxide material is truly state-of-the-art for the temperatureregime and application of interest.COIC has demonstrated the ability to make a similar component (with the desiredwall thickness and maintenance of overall dimensions). Their ability to fabricate thisarticle, which engineers from NASA GRC have seen, led to plans for obtaining and testingsuch a component (CMC mixer nozzle hardware). COI Ceramics, Inc. has state-of-the-art CMC processing equipment and experiencefabricating oxide/oxide composite panels/specimens/ subcomponents that are reinforcedwith different types of Nextel fibers.Results from testing several types of oxide/oxidecomposites are provided by COIC at their website: www.coiceramics.comWe have touredtheir facilities and found their processing ability to be state of the art. We (GRC)have worked with them in the area of SiC/SiC CMCs, and have found that they consistentlyproduce high quality CMCs. The nature of the effort (teaming) has led to us only beingable to use COIC as the CMC fabricator.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13. The Sole Source is under the authority of FAR reference 13.106-1(b)1.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 20, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
