- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44 dated 07/08/2010. This acquisition will be processed under FAR Part 12 - Acquisition of Commercial Items and is a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 334516 and the small business size is 500. The Rocky Mountain Laboratory has a need to acquire the following accessories for our in-house Biowave Model 3451 microwave processors: a programmable device capable of regulating and controlling the temperature of microscopy samples at temperatures ranging from -100 to 10 degrees C (+/- 1 deg C) within the microwave irradiation chamber of the processor, a device for measuring and recording the temperature of samples, a device for controlling condensation of water within the system, a device for delivering cryogenic refrigerant for the sample temperature regulation system, and design plans for the aforementioned accessories. The details of the technology are described in a pending US patent application which will be made available to the contractor under a confidentially agreement. Step 1: Provide design plans, a detailed cost estimate, and an expected timeframe for producing and installing a prototype unit for review and approval by RML. The following are minimum criteria that must be met: a) the maximum size of all items deployed within the microwave chamber must not exceed 13" wide by 15" deep by 9" tall; b) operating temperatures must be regulated between 10 degrees C, and less than or equal to -100 degrees C (+/- 1 deg C); c) temperature settings must be programmable with steps of 1 degree C or less, and time periods for each step from 10 seconds to 2hr; d) The rate of cooling must be equal to or greater than 10 degrees C per minute; d) once reached, temperatures must remain stable to within +/- 1 degree C for periods equal to or exceeding 1 hr; e) the device must accommodate variable-sized sample containers such as 5 or 10 ml beakers, or 2 ml cryo-vials; f) the device must enable control of water/ice condensation; g) the device must allow venting of solvents and other volatile substances; h) all items and parts of the device that are deployed within the microwave chamber must be readily removable. Step 2: Construct and install a prototype cryogenic sample temperature regulation system in RML's existing Biowave Model 3451microwave processor. Step 3: Provide test data that demonstrates compatibility of the components with microwave irradiation up to at least 250 watts constant power, and achievement of the criteria stated in Step 1. FOB point shall be Destination, Hamilton, MT. Inside delivery shall be not more than 90 days after receipt of order. Delivery location is Rocky Mountain Laboratories, 903 S 4th St, Hamilton, MT 59840.
