Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation, FA4800-10-Q-SF01 is being issued as a Request for Quotation (RFQ). This solicitation will be issued on Federal Business Opportunities web site: http://www.fedbizopps.gov/. Submit only written quotations for FA4800-10-Q-SF01. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. This acquisition is set-aside 100% small businesses IAW FAR 19.502-2 (a). The associated NAICS code is 811420 with a $7.0M small business size standard. This RFQ contains 1 line item. The line item description is as follows: CLIN 0001: Refurbish Booths and Chairs at Langley Eagleroom Dining Facility. Qty 1 Lot. Please review the Performance work statement below: REFURBISH DINING FACILITY BOOTHS AND CHAIRS 1. Description of work: Scope: The contractor will perform the following services to refurbish dining facility booths and chairs. The contractor shall provide all personnel, tools, parts, supervision, and other items necessary to inspect, and repair booths and chairs at Langley Air Force Base Eagle Room Dining Facility, 140 Spruce Street, Langley AFB, Hampton VA 23665. 2. Personnel/Qualifications. The contractor shall ensure that personnel are qualified to repair and refurbish furniture. 3. Specific Tasks. a. Remove existing naugahyde from booths and chairs and replace with Designtex Stain Resistant 100 per cent Vinyl. Reupholster, add new padding FR55 one inch foam, and firm all springs on booths. Reupholster and install new seat frames and foam to all chairs. Foam to be FR55 one inch and one half inch plywood for seat frames. b. Number of booths and chairs: 16 each 48" single booths, 22 each 48" double booths, 2 each 24" single booths, 4 each 24" double booths, and 70 chairs. c. Color: Designtex Sorano 3403-303 Pomegranate for booth seats and bands, Designtex Rondine 3405-301 Lava for booth backs and chair seats. d. The contractor has the option to repair booths and chairs either at their factory or to repair booths and chairs on site. If on site repair is requested by the contractor food service will close the dining room making that area available as a workshop to remove and refurbish booths and chairs. Food service will make the dining room available to the contractor seven days a week if necessary with no restrictions. e. If the contractor chooses to repair the booths and chairs at their factory then they will be responsible for removal and returning the finished furniture to the dining facility. The contractor has the option to remove all the furniture at once or split the project into two segments. 4. Contractor Furnished Supplies and Service. a. The contractor shall provide all materials and equipment necessary to remove old upholstery and install new upholstery. b. When the contractor receives the order to proceed all work will be completed within forty five days. End Item Description. The required delivery date is 30 Days ADC. FOB: Destination for delivery to Langley AFB, VA 23665. PROVISIONS/CLAUSES. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Item, applies to this acquisition. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items, applies to this solicitation. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. Specifically, the following DFARS clauses cited are applicable to this solicitation: 252.204-7004, Alternate A. Addenda to FAR 52.212-5: The following additional clauses apply to this solicitation: FAR 52.233-2, Service of Protest: (a) Protest, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the General Accounting Office (GAO), shall be served on the Contracting Officer Cynthia Lewandowski (addressed as follows) by obtaining written and dated acknowledgement of receipt from 633rd Contracting Squadron, Attn: Stephen Fray, 74 Nealy Avenue, Langley AFB, VA 23665-2088. (b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO. The above Provisions and Clauses may be obtained via internet at http://farsite.hill.af.mil. All proposals must be faxed or emailed to POC Stephen Fray at 633 CONS/LGCB, 74 Nealy Avenue, Langley AFB, VA 23665-2088. EVALUATION OF QUOTATIONS/OFFERS: Quotes/offers will be evaluated IAW 13.106-2. Award will be made to the responsible offeror who's quote/offer represents the best value in terms of technical (capability of item(s) offered to meet the government need), price, and past performance, which will be most advantageous to the government.
