- This Sources Sought Notice is issued to conduct market research in accordance with Federal Acquisition Regulation (FAR) Part 10, to determine the availability and capability of small businesses (including certified 8(a), small disadvantaged, HUBZone, service-disabled veteran-owned, veteran-owned, and women-owned firms) that possess the requisite capabilities to perform a Private Equity Policy Study for the Small Business Administration (SBA), Investment Division. Services shall be provided in accordance with the following Statement of Objectives (SOO). The NAICS Code identified for this requirement is 541611 - Administrative Management and General Management Consulting Services, with a size standard of $7.0 Million. This notice is being issued for information and planning purposes only and the development of an acquisition strategy, and shall not be construed as a solicitation or an obligation or commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals and no award will be made as a result of this notice. Respondents will not be notified of the results of this Sources Sought Notice. If the agency decides to issue a solicitation for this requirement, there is no guarantee that sources responding to this notice will be included on the source list. The Government is not obligated to and will not pay for information received in response to this notice. Sources choosing to respond to this notice are wholly responsible for any costs/expenses associated with submitting a response. Interested vendors shall submit a capabilities statement and a brief description of their ability and experience in performing the required study. Do not submit a proposal. Responses shall be limited to the smallest size necessary to convey the requested information and shall not include sales information or advertising material. The date and time established for receipt of responses to this notice is 2:00 P.M., Eastern Time, Wednesday, July 28, 2010. No questions will be entertained at this time. STATEMENT OF OBJECTIVES SCOPE The Investment Division seeks a contractor to research regional investing in seed and early stage businesses, identify best models and practices for addressing this part of the market, demonstrate whether gaps exist in this space and whether government intervention is necessary to help address these gaps, recommend policy initiatives to the current Small Business Investment Company (SBIC) program to address these gaps, recommend other program or policy initiatives to address these gaps, and estimate economic benefits should the recommendations be adopted. REQUIREMENTS 1. Identify five to eight regions on which to perform research and analysis with regards to regional seed and early stage investment. Using available literature, describe this market identifying the supply of capital, the demand for capital, the impacts and benefits of the program, and any gaps or market failures. 2. Identify successful entities in regional seed and early stage investing. Describe their characteristics, practices, and lessons learned. Identify which practices could be applied across different regions and any constraints due to economic, industry focus, geographic, or other concerns. Compare different types of entities - privately run, state run, and nonprofits. 3. Report addressing the following topics: (a) Current SBIC Program Analysis, (b) Other Policy Proposals, and (c) Policy Recommendations. 4. The period of performance is 240 days after the date of contract award.
