- Counter-Surveillance/Surveillance Detection Support Services - including (1) subject matter expert consulting; (2) design of a Program of Instruction; (3) Training; and (4) Operational Support. Pre-Solicitation Notice for Counter Surveillance/Surveillance Detection Services leading to the development of a deployable CS/SD team for the United States Marshals Service Headquarters, Arlington, VA.Anticipated Solicitation Date: on or about 06/21/2010. Anticipated Response Closing Date: on or about 07/21/2010. Proposed Contract Type: Indefinite Delivery/Indefinite Quantity with Firm-Priced, Labor-Hour, and Cost-Reimbursement Line Items. Period of Performance: Intermittantly beginning on or about 09/15/2010 for a period of one year, with four additional option years possible. Place of Performance: Some of the work will be performed in the metropolitan Washington, D.C., area. The remaining work may be performed anywhere within the United States or its territories, depending upon USMS needs. Set-Aside Status: The solicitation will allow for Full and Open Competition. Method for Award: The USMS intends to award a contract to the offeror whose proposal fully meets the requirements of the solicitation and represents the best value for the government. The USMS intends to use a trade-off process, per FAR 15.101-1, in analyzing proposals. Technical Capability and Past Performan! ce are considered more important than Price. The USMS does not intend to split any resultant award. Special Requirements: Security Screening is required. Some contractor personnel will be required to have a Top Secret clearance. Description of Services:The USMS Headquarters in Arlington, VA is seeking a contractor to provide subject matter expertise and support in the formation, training, and deployment of a team of CS/SD specialists. The requirement includes the following tasks: 1. Consulting with USMS personnel in the Washington, DC, metropolitan area with regard to the composition, training, and tactics of the CS/SD team; 2. Designing a program of instruction for training the USMS CS/SD team; 3. Training up to 60 USMS personnel in CS/SD tactics and techniques (training is to be conducted in the Washington, DC, metropolitan area); and 4. Providing a cadre of up to 60 trained, experienced, and top secret cleared contractor CS/SD personnel, ready on 72 hours notice, to augm! ent and assist USMS personnel with CS/SD operations anywhere within the United States and its territories.
