Description
Recovery This competitive award results from a competitive selection under theNational Aeronautics and Space Administration (NASA) Headquarters released NASA ResearchAnnouncement (NRA) for foundational research in support of the Aeronautics ResearchMission Directorate (ARMD), entitled 'Research Opportunities in Aeronautics (ROA) 2009under NNH09ZEA001N, Amendment 4, A.4 Supersonics Project (SUP1) (Recovery Act Funds) Sonic Boom Modeling. This action is a fixed-price contract to Wyle Laboratories, Inc.entitled Low Boom Community Response. The Supersonics Project is aligned with theAeronautics Research Mission Directorate (ARMD) principles of maintaining intellectualstewardship of aeronautical core competencies for the nation in supersonic flighttechnologies and research appropriate to NASAs unique capabilities. The Projectsupports the Fundamental Aeronautics Program strategy of developing systems levelmultidisciplinary capabilities (e.g., airframe design, engine design, airspace modelingand simulation) for supersonic civilian and military applications. The SupersonicsProject is a broad-based effort designed to develop knowledge, capabilities andtechnologies that support vehicles that fly supersonic by eliminating the efficiency,environmental and performance barriers to practical supersonic cruise vehicles. TheProject has identified a set of key Technical Challenges that are barriers to success forthis vehicle type. The efforts described in this award address the Sonic Boom ModelingTechnical Challenge.In this effort, the Contractor shall design and execute an experiment to gather datarelating the impact to community residents resulting from sonic boom exposure consistingof multiple low-boom events generated by existing aircraft. The Contractor shall acquiredata of sufficient quantity and quality to enable a thorough evaluation of the surveymethods used, data acquired, and analysis methods employed. The effectiveness of thetest methodology for community response testing shall be demonstrated.The Contractorshall identify and address issues related to conducting future experiments with a navecommunity not previously subjected to sonic booms, including the identification ofstrategies to minimize transient/adaptation effects associated with the introduction of anew noise source to a community.Components of the experimental design that shall be addressed include: noise exposure(levels and numbers of sonic booms), number of participants and their selection, subjectquestionnaire design, and data acquisition methods (both acoustical and meteorological).Questionnaire design shall enable comparisons to be made with results from previous sonicboom and community noise surveys. The questionnaire shall be pre-tested before the flighttests begin, and survey methodologies shall be developed in sufficient detail to providethe material necessary to secure OMB approval for data collection from the general publicin future experiments.The Base Period ARRA funded portion of this effort is $298,702and there is also an additional 12 month Option Period for $415,791 to be funded withNon-ARRA funds if exercised. The total amount for this award, including ARRA andNon-ARRA funding, is $714,493.The referenced solicitation is a broad agency announcement as specified in FAR 35.016 andNFS 1835.016.
