- Recovery This notice is provided for informational purposes only. NASA LaRCintends to issue a fixed-price task order to Sensis Corporation (dba Sensis SeagullTechnology Center) entitled NextGen-Airportal Project Technologies: Systems Analysis,Integration, and Evaluation. This competitive action will be funded by the AmericanReinvestment and Recovery Act (ARRA). This award results from a competitive selectionunder the National Aeronautics and Space Administration (NASA) Headquarters released NASAResearch Announcement (NRA) for foundational research in support of the AeronauticsResearch Mission Directorate (ARMD), entitled 'Research Opportunities in Aeronautics(ROA) 2009 under NNH09ZEA001N, Amendment 5, Appendix C.3 - NextGen Airportal Project(Recovery Act Funds). The NextGen-Airportal Project works in close collaboration withthe NextGen-Airspace Project to conduct airspace and Airportal foundational research anddiscipline-based technology. The NextGen-Airportal project focuses on NASAs technicalexpertise and world-class facilities to enable the highest possible efficiency in the useof gates, taxiways, runways, metroplex (a group of two or more adjacent airports whosearrival and departure operations are highly interdependent) airspace and other Airportalresources. The NextGen-Airportal project is researching, developing, demonstrating, andvalidating operational concepts, proof-of-concept systems, algorithms, technologies,tools, and operational procedures designed to maximize capacity and throughput in theAirportal environment while enabling associated elements of the Next Generation AirTransportation System (NextGen) as defined by the Joint Planning and Development Office. NextGen-Airportal Project research focus areas are the following: Safe and EfficientSurface Operations (SESO), Coordinated Arrival and Departure Operations Management(CADOM), and Airportal and Metroplex Integration (AMI). SESO conducts research to managetraffic on the airport surface (gates, taxiways, and runways) safely and efficiently toenable maximum throughput and capacity in the airport environment. CADOM focuses onconcepts and technologies needed to mitigate operational constraints to maximizing singleand multiple airport capacity. AMI focuses on management of metroplex operations,integration of work across the Projects technical areas, and crosscutting research(e.g., human/system integration and concept analyses for portfolio management). Theobjective of this effort is to analyze the potential benefits of NASAs Airspace SystemsProgram (ASP) concepts and technologies. The three main goals of the proposed work are:(1) Accomplish a cost benefit assessment of NASA's ASP concepts and technologies, (2)Investigate the integration of these concepts; and (3) Design a Human in the Loop (HITL)simulation experiment of an integrated operational concept.The referenced solicitation is a broad agency announcement as specified in FAR 35.016 andNFS 1835.016.
