- SF 330 Architect-Engineer Qualifications Applications are invited from engineering firms to provide professional services for design services and construction period services for a ground source heat pump well fields and heat pump equipment at the American Lake Division of the VA Puget Sound Health Care System. Primary design scope will be for two ground source well fields. One well field will serve three building under a future parking lot which is currently at the 95% design phase; a copy of the design will be provided to the selected A/E. The second field will be located under an existing parking lot and will serve two buildings. A/E will be responsible for conducting a soil conductivity test for the first well field under the future parking lot. Design disciplines will include mechanical, electrical, civil and minor architectural design work. The A/E contractor must provide bid-ready design documents 112 calendar days after A/E contract award. The A/E contractor will be responsible for the proper preparation of drawings for inclusion the digital Web site at the Federal Governments Business Opportunities System website. Evaluation and selection will be based on qualifications stated under FBO Numbered Note 24. Applicants must be able to demonstrate the professional qualification of team members. The selected firm or organization must have recent experience, within the last five years, of team members in the design of ground source heat pump systems, parking lots and conducting energy systems analysis. Applicants must be able to demonstrate the credentials of the firm and assigned staff to support the study scope. Special qualifications and selection of firms will place emphasis on design capabilities of firms with previous experience in the design of ground source heat pump system. The applicable NAISC code is 541310. This acquisition for design services will be a 100% set aside for veteran owned businesses. This is not a Request for Proposal. A current SF 330 representing and differentiating between the personnel, experience and capabilities of all involved offices, must be included with the application for each proposed consultant's office involved.
