Description
The purpose of this public announcement is to provide Industry with the FAA's Draft Screening Information Request, SIR (Solicitation) for En Route Technical Assistance Support Services (ETASS) multiple performance-based contract awards. All interested sources are encouraged to respond to the FAA Contracting Officer, Mary D. Dobbs, by 12 NOON on August 9, 2010 at mary.dobbs@faa.gov with questions and/or comments. For informational purpose, there is NO Industrial Day for questions and/or comment; instead, questions and/or comments are to be submitted in writing by the above date to the above FAA CO. The FAA's Air Traffic Organization (ATO) mission is to provide safe, secure and efficient air traffic services to commercial, private and military customers operating in the national airspace including international airspace assigned to US control. New advanced air traffic control technologies, critical professional and technical services will be required to support the National Airspace System (NAS) initiatives for the planning, developing and integrating programs, as described in the draft Statement of Objectives. Presently, FAA's En Route and Oceanic Domain are receiving program management, technical, engineering, financial and assistance support services through two contracts; Technical Assistance Contract (TAC2) and Oceanic Integration Support (OIS), which both are due to expire in February 2011. The FAA anticipates three (3) performance based contract awards resulting from one Screening Information Request (SIR); one (1) full and open competitive, one (1) small business set-aside and one (1) 8(a) set-aside. Based on the entire ETASS requirements, a total of 20% will be set aside for small businesses, which includes thirteen percent (13%) to a single small business award and seven percent (7%) to a single 8(a) award. ETASS total estimated contract value over a total period of performance of seven (7) years ranges between $375 Million to $500 Million. The contract type for the three individual contract awards is a Cost-Plus-Award-Fee, Level of Effort, Task Assignment, Term Contract. The applicable North American Industry Classification System (NAICS) code is 541990 -- All Other Professional, Scientific, and Technical Services with a Small Business Size Standard of 7.0 million.
