Description
This Request for Information (RFI) is issued by the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) in order to identify potential sources and to gather information to assist NSWCDD in preparing for the deployment of Navy Enterprise Resource Planning (ERP). NSWCDD is requesting information regarding the availability of sources to provide and operate a Virginia Campus for a Regional Navy ERP schoolhouse which will support the Indian Head Division, Naval Surface Warfare Center (IH NSWC), Indian Head, MD; NSWC Naval Explosive Ordnance Disposal Technology Division (NSWC EODTD), Indian Head, MD; and the Dahlgren site of the NSWC Dahlgren Division (NSWCDL). The Government would furnish instructors and training curriculum, but the potential source would be responsible for all facilities, equipment, technical and administrative support, and all other costs of providing and operating the schoolhouse. Specific Capability Needs. Training Period - July - Dec 2011 (6 months); 5 days a week, 0700-1700; no training on government holidays. Location - Preference is within a 15 mile radius of the front gate of the NSWCDL; however, sources that are within 30 miles of the front gate and still in the state of Virginia will be considered. Classrooms - 10 computer based classrooms preferably at a single facility but a modular or distributed facility would be considered; 20 student computers, 1 instructor computer and 1 Subject Matter Expert computer per classroom;1 printer per classroom; internet access for all computers; bandwidth to support 215 computers; chair and table with adequate room for computer and training materials for each student; table for 2 instructors and 1 computer; computer projector and screen for each classroom; white board, podium and handicap accessible. Computers - (In accordance with Navy ERP Minimum Requirements for End User Access, Version 7b, 15Oct2009). CAC Enabled; internet access; Windows 2000 or Windows XP Operating System; MS Internet Explorer Version 6.x or 7.x; ActivClient Smart Card Middleware Version 6.0 or 6.1; Citrix client Version 10.x; Microsoft Office (Word, Excel, and PowerPoint) Version 2007; Adobe Acrobat reader Version 8.1 or 9.1; Adobe Flash Player Version 10. Office Space - room needed for 1 scheduler and 1 technical support personnel to include desk, chair, telephone, computer with Internet access (see computer requirements), and printer; adequate rest room facilities for up to 220 adults. Security - Classroom and office space to have controlled access. Power - Adequate for all computers and associated electronic equipment. Telephone - Dedicated phone lines for all office spaces and one additional phone for student emergency use. Parking - Minimum 175 spaces for automobiles and additional space for bus or large vans used for car pooling. Food/Vending - Space for storage and preparation of food (microwave and refrigerator); tables; vending machines; coffee mess facilities; with reasonable accommodations for lunch options. Janitorial Services (rooms cleaned, recycle bins and trash removed) a minimum of twice weekly. Information Requirements - Submissions should include company name, commercial and government entity (CAGE) code, company size status (SBA Small Business Size Standard for NAICS 531120 is $7M), point of contact including telephone number(s) and e-mail address(es), rough cost estimate, a capability statement that addresses all requirements noted in this RFI, and any other information that the vendor determines may be helpful to the government's planning efforts. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will not be returned. Respondents will not be notified of the results of the review. Responses to this RFI must be submitted via electronic mail to janice.pilkerton@navy.mil and Karen.lenox@navy.mil on or before 30 July 2010 no later than 4:00 PM Eastern Standard Time.
